SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the Plans and Specifications for the Project and ADVERTISE for bids to be received on Thursday, September 13, 1990, at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 20392 of the Public Contract Code. II. FINANCIAL IMPACT: The estimated contract cost of the project is $1,600,000 funded by the Discovery Bay Area of Benefit (100 %). REASONS FOR RECOMMENDATION/BACKGROUND: The project is needed to improve the safety of Highway 4 at Discovery Bay. The project consists of realigning,widening and overlaying Highway 4 from Bixler Road to the east boundary of Discovery Bay to provide two 12 foot lanes with 8 foot paved shoulders. Left and right turn channelization will be provided at Newport Drive and Discovery Bay Boulevard. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested parry upon request. This project completes the widening of Highway 4 from Borden Junction to the east boundary of Discovery Bay which was a condition of approval for the development. In 1978 Caltrans prepared an environmental study for the entire project from Borden Junction to Old River Bridge. It was determined that the project would have no significant impact on the environment and a Negative Declaration (ND SCH No. 78070472) was prepared. In 1986 Caltrans performed an environmental reevaluation of the Negative Declaration and determined there had been no significant changes in the project concept or scope or in the project setting or circumstances. The Negative Declaration and the Environmental Reevaluation are attached. IV. CONSEQUENCES OF NEGATIVE ACTION: If the project is not approved for advertising, it will not be constructed.
