Miner, Executive Director Co jy�y}1l� Contra Costa County Private Industry Council Costa DATE: August 1, 1990 a " "7 sueJECT: Proclaim the Week of August 27 through September 3, 1990 as "National JTPA Alumni Week" in Contra Costa County SPECIFIC REQUEST(S) OR RECOWEPDATION(S) a BACKGROUND AND JUSTIFICATION I. Recommended Action: Proclaim August 27, 1990 through September 3, 1990 as National JTPA Alumni Week saluting Contra Costa's job training successes. The Job Training Partnership Act is a federal program to train and employ youths, unskilled adults, displaced homemakers, displaced workers, poor people and others who find they face serious barriers to employment. The Private Industry Council in Partnership with the County Board of Supervisors provides JTPA employment and training services in the Contra Costa County Service Delivery Area. The purpose of alumni week is to give Contra Costans the opportunity to hear what JTPA has meant to the people who have been served by it. Over the past two and a half years, the Contra Costa County JTPA program .has assisted over 3000 Contra Costans in gaining the necessary skills to find and keep jobs. Overall four million Americans have been assisted in obtaining the necessary job skills needed to find and retain employment through the Job Training Partnership Act of 1982 (DTPA) . II. Financial Impact: None. III. Reasons For Recommendation/Background: The Board of Supervisors having established the Private Industry Council under the Job Training Partnership Act of 1982, on June 28, 1983, and having joint powers of authority as grant recipient and grant administrator, implemented the operation of the Job Training Partnership Act (DTPA) effective October 1, 1983. It is therefore recommended the Board continue to endorse and promote the Job Training Partnership Act (JTPA) Programs which prepare youths and unskilled adults enter the labor force; affords job training to those economically disadvantaged individuals and other individuals facing serious barriers to employment, who are in special need of such training to obtain employment and gain/re-gain self-esteem as productive citizens.
