SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECO-MMNDED ACTION: Direct the County Administrator, the
Director of Community Development, and County Counsel to coordinate
the development of a ballot measure for the formation of an Oakley
Parks and Recreation District.
BACKGROUND INFORMATION: The Oakley area is severely deficient
in both park land and services . There presently does not exist a
local entity to provide park and recreation opportunities. The
increase of new, young families has created an increased demand for
park and recreational facilities. The creation of a Parks and
Recreation District for the Oakley area will provide local
representation for the community in parks issues, and could facilitate
the formation of funding mechanisms and land acquisition. The Oakley
Municipal Advisory Council has endorsed the formation of a Park and
Recreation District. See attached letter from Jeff Huffaker, Chair,
OMAC Park and Recreation Subcommittee.

RE: Formation of an Oakley Parks and Recreation
District
Dear Tom:
This letter will provide supporting material to the
request by OMAC and OMAV s Parks and Recreation
Subcommittee that the Board of Supervisors place on the
November, 1990, ballot, for voter approval, the question of
forming a Parks and Recreation District for the community
of Oakley.
As you are aware, OMAC and this Parks and Recreation
Subcommittee have discussed the formation of such an entity
for a number of years. we have repeatedly delayed placing
the proposal on the ballot as we waited for the formation
of a Mello-Roos District, the results of a feasibility
study concerning the formation of a Regional Parks and
Recreation District, and the outcome of various discussions
concerning the consolidation of existing service districts
and the possible incorporation of the community of Oakley.
None of the above proposals have yet to be carried to
completion.
In the meantime, Oakley's park and recreation needs
have grown to the degree that it has become difficult if
not impossible for the county to fill those needs.
We believe that a Parks and Recreation District would
enable us to establish and maintain recreational programs
for the large number of young people in our community. We
further believe that it would expand the number of funding
sources which we could look to to provide park and
recreational services for the members of our community.

the future with other public agencies. Unless the County
is ready to make a positive committment to get into the
business of running day to day park and recreation
programs, we believe that the formation of an Oakley Parks
and Recreation District is necessary,
our proposal is as follows:
1 . BOUNDARY:
The boundary of the proposed district would be co-
extensive with the boundary of the Lighting and Landscaping
District established to pay for park maintenance in the
Oakley area.
2 . HOARD OF DIRECTORS:
The Hoard of Directors of the Parks and Recreation
District would consist of the members of OMAC, or an
independently elected board.
3. I�ORIQ,TI02i:
The District would be formed under the Community
Services District Act in. the California Government code.

any additional information you might need in the process of
this request.
