Zahn ingratefuf recognition of his abifi:ty to sift through sofufwaste and to abide one Blue Kibbon Task, Force, tolerate four lamo7ff appfications, assure fudf employment of every sofiid waste BIR consultant in the Bay Area, bear up under 25 pounds of Environmental Impact Reports, survive a stipulated agreement with the State of California, endure two CoS%MP's,prepare five landfiff Generaf Plan amendments,suffer findings and more U findings and hundreds of conditions of approval and persevere through two 1=07ff approvals incfudug related rezonings and ` Wliamson Act canceffations (Whew!!), and in the swift, steadfast completion of his dastardly, diaboCuaf, dreaded, dump duties. ti NNancy G laf n,chair Supervisor trict II 44 Tom Powers KSc6mder Supervisor District I SupenisorDistrict III (�•-SSI �% J pw Sunne%ftht McPiak Tom?orf bon Supervisor Dis tric t IN Supervisor District N -7ufy 31, 1990 H. 1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA AS THE GOVERNING BODY OF THE CONTRA COSTA COUNTY FLOOD CONTROL AND WATER CONSERVATION DISTRICT Adopted this Order on July 31 , 1990 by the following vote: AYES: Supervisors Powers, Schroder, McPeak, Torlakson and Fanden NOES: None ABSENT: None ABSTAIN: None SUBJECT: Formation of Drainage Areas 104, 105, 106 , 107 & 108 This is the time fixed for hearing on the proposed formation of Drainage Areas 104, 105 , 106 , 107 and 108 . The Chair opened the public hearing and the following persons appeared: Melrina Maggiora, 4454 Sunrise Court, Davis, California who objected to the drainage basins being placed on prime farm land and suggested instead higher land of less quality being used for retention basins. She suggested the widening of Marsh Creek to reduce need for large basins. She asked the Board to consider alternatives. She alleged that the City of Brentwood had only voted to have flood drainage areas, not on the specific locations of basins. Gary Houser, 4454 Sunrise Court, Davis, California advised that the basins are proposed to be placed on prime farm land and that he felt that the small basin concept really does work in some areas. He further advised that smaller basins are used successfully in the City of Davis. He also advised that he was not in favor of a trail system that was proposed for the project. Milton Kubicek of the Flood Control District reviewed the proposed plans. Supervisor Torlakson recommended deferring action for at least two weeks and that a meeting be arranged with the City. Chair Fanden requested that staff try to answer the questions of Mrs. Maggiora.
