SUBJECT: Referral of July 10, 1990: Sludge Disposal for County Sanitation Districts
SPECIFIC REQUEST(S)OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
ACKNOWLEDGE report from Public Works Director on sewage sludge disposal for County
Sanitation Districts.
II. Financial Impact:
This report has no financial impact.
III. Reasons for Recommendations and Background:
Earlier this summer Delta Diablo Sanitation District entered into an agreement with Prima Gro
Systems, Inc., a private corporation, to dispose of their sewage sludge. Under this agreement
Prima Gro hauls the sewage sludge from the Delta Diablo Sewage Treatment Plant to the San
Joaquin Valley and injects it into the soil. Prima Gro is responsible for obtaining all permits,
obtaining permission from landowners for use of their land for sludge disposal,for all testing and
reporting, for all hauling, and for the sludge once it is loaded onto the truck. This method of
disposal eliminates the placing of sludge in solid waste sites, thereby saving the space for other
types of solid waste, and enhancing the soil at the disposal sites.

Ill. Reasons for Recommendations and Background Cont'd.:
The County has three sanitation districts, a report on each of the County's sanitation districts
sludge disposal needs follows:
Sanitation District No. 5:
This district services the community of Port Costa. The District has a 34,000 gallon septic
tank that needs to be pumped out approximately every eight years. The material
pumped out of the tank has to be treated at a sewage treatment plant before it can be
disposed of as sludge. Any plant accepting the septage would have a sludge disposal
program. The bottom line is that Sanitation District No.5 disposes of its sewage sludge
as septage and it is doubtful that Delta Diablo Sanitation District would want to accept it.
Sanitation District No. 15:
This district provides sewage collection to the Bethel Island area. All the sewage is
pumped to the Oakley/Bethel Island Sewage Treatment Plant. This plant is owned and
operated by the Oakley/Bethel Island Wastewater Management Authority (a separate
political entity) and they have the responsibility of disposing of the sludge. Therefore,
Sanitation District No. 1 does not have any sludge to dispose of.
Sanitation District No. 19:
This district provides sewage collection and treatment to the Discovery Bay area. The
sludge from the Sanitation District No. 19 sewage treatment plant is being stored in a
pond. I don't know how much volume is left in the storage pond. The County contracts
with the Delta Diablo Sanitation District for operation and maintenance of the District.
When the pond is full it will be their responsibility to dispose of the sludge.
Sanitation District No.'s 5 and 15 do not have sludge to dispose of. District No. 19 will have to
dispose of sludge sometime in the future. Delta Diablo Sanitation District provides operation
services to District No. 19, sludge disposal is an operational problem and will be their
responsibility.
The County Sanitation Districts do not have a sludge disposal need now. The Federal and State
regulations covering sludge disposal are changing and what they will be when District No. 19
needs to dispose of its sludge is unknown. I do not see any advantage to the County in joining
Delta Diablo Sanitation District in their sludge disposal agreement at this time.
