SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION
11. Establish an awards program to recognize businesses in
the County which have successfully minimized their
hazardous waste and direct Hazardous Waste Minimization
Program staff to implement the program.
2. Appoint a panel of judges to work with the Hazardous
Waste Minimization Program staff and, as necessary, the
Hazardous Materials Commission, to review award
applicants and make recommendations to the Board of
Supervisors.

jBACKGROUND
An awards program will provide an opportunity to recognize
, County businesses who have made great strides in the reduction
of hazardous waste and promote these businesses as role models
in the community. An on-going awards program will create an
incentive for hazardous waste reduction.
The Board of Supervisors has long been committed to reducing
hazardous waste in Contra Costa County. The Final County
Hazardous Waste Management Plan (June, 1989) states that "the
primary focus of the management of hazardous waste should be
to minimize the volume and toxicity of the waste which is
produced" (p 5-1) . To this end, an Awards Program will be
developed to recognize businesses in Contra Costa County which
have successfully reduced hazardous waste.

Businesses can apply or be nominated for an award based on
their size ( small, medium or large) . The panel of judges will
use staff-determined selection criteria to evaluate the
applicants. (See attachment A) Award finalist will be
presented by the judges to the Board of Supervisors and will
be recognized at a public event, such as a Board of
Supervisors ' meeting.

The panel of judges will represent industry, labor, environmental
groups, County Environmental Health and agencies which regulate
pollution to air and water. A recommended panel includes:
Bart Brandenburg is an Associate Engineer with the Central Contra
Costa Sanitary District in source control and is an alternate
member of the Hazardous Materials Commission.
Henry Clark is the Director of the West County Toxics Coalition, a
citizens ' environmental action group.
Vicki Dvorak works as an enforcement specialist with the Bay Area
Air Quality Management District.
Greg Lawler is Program Manager for Contra Costa County' s Hazardous
Waste Minimization Program.
Tom Lindemuth is a senior engineer with Kleinfelder, an
environmental consulting firm, and an alternate member of the
Hazardous Materials Commission.
Jim Payne is the secretary-treasurer of the Oil, Chemical, and
Atomic Workers Union (OCAW, Local 1-5) , a labor union which
represents workers in several Contra Costa refineries.
Barry Toms is Director of the Council of Industries, an association
representing West County industry.

Proposed Criteria for Screening and Selecting Applicants
Initial Screening Criteria
1 . True waste minimization achieved
2 . Environmental compliance record
Selection Criteria (Weight is given in parentheses)
1 . Reduced risk to public health and the environment: (50 %)
A. Reduction in the volume and toxicity of waste.
B. Level on waste minimization hierarchy: source reduction
is preferable to recycling/reuse which is preferable to
treatment.
2 . Multi-media nature of waste minimization: (25 %)
the extent to which waste minimization efforts do not transfer
pollution to other media, such as air and water.
3 . Management commitment: (25 %)
A. The extent to which top management in the
company/business supports waste minimization and has
pursued it vigorously within the company.
B. The extent to which the company has taken a leadership
role in promoting waste minimization in the broader
business and industrial community.

Supervisor's Award for Achievement
in Hazardous Waste Minimization
Purpose of the Program
To acknowledge and publicly recognize businesses in Contra Costa County
that have shown commitment to protecting public health and the environ-
ment through signficant hazardous waste minimization. Hazardous waste
minimization may have been achieved through innovative technologies,
product or material substitution, recycling, operating procedure modifica-
tions, or other methods.
Public Recognition
The Award for Achievement in Hazardous Waste Minimization will be
presented by the Board of Supervisors at a Supervisors' meeting. Winners
will receive a placque acknowledging their achievements.
Judging Criteria
Applicants will be grouped by the size of their business (small, medium and
large) and awards will be given within each category. A panel of judges will
score each application based on three criteria: reduction of risk to public
health and the environment, non-transference of pollution to air or water,
and management commitment.
Applications and Nominations
Businesses may apply on their own behalf or any individual may nominate
a company. To apply, complete an application and submit a summary of
the project (not to exceed four pages). Persons nominating a business
need only complete Section One of the application. To receive an applica-

All applications must be received by October 1 , 1990.
Nominations must be received by September 1 , 1990.

THE BOARD OF SUPERVISORS APPROVED A PROGRAM TO RECOGNIZE
BUSINESSES IN THE COUNTY THAT HAVE SUCCESSFULLY REDUCED THEIR
HAZARDOUS WASTES . AWARDS FOR ACHIEVEMENT IN HAZARDOUS WASTE
MINIMIZATION WILL BE PRESENTED PUBLICLY AT A BOARD OF SUPERVISORS
MEETING . WINNERS WILL BE CHOSEN IN EACH OF THREE SIZE CATEGORIES :

PART OF AN ON-GOING HAZARDOUS WASTE MINIMIZATION PROGRAM WITHIN THE
COUNTY . CONTRA COSTA HAS A OVERALL GOAL OF REDUCING THE GENERATION
OF HAZARDOUS WASTE BY 40 % BY THE YEAR 2000 (FROM BASE YEAR 1984).
OTHER PROGRAM ACTIVITIES INCLUDE WORKSHOPS FOR SMALL BUSINESSESS,
FACTSHEETS AND WASTE MINIMIZATION GUIDES, AND TECHNICAL ASSISTANCE .

Publicity and Outreach Plan
The Awards for Achievement in Hazardous Waste Minimization
will be widely publicized in the community. Press releases and
flyers announcing the program will be distributed.
1) Industry and trade associations: many have already agree
to publicize the program through their newsletters and
meetings .
2) Newspapers: Announcements will appear in the "Community
Calendar" and Business News" sections of local newspapers.
Press releases will be sent to local news reporters.
3) Radio: Several radio stations have agreed to run public
service announcements for the Awards program.
4) Environmental groups: All local environmental groups will
receive flyers and applications.
5) Generators: All generators of hazardous waste in the
County database will be mailed an application and flyer.
