SUBJECT: Designate the Community Development Department as
Responsible for Preparing the Countywide Siting Element
and the Integrated Waste Management Plan
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Designate the Community Development Department as the
responsible department for the preparation of the countywide
siting element and the County Integrated Waste Management
Plan.
2 . Authorize the Chair to sign a letter to the California
Integrated Waste Management Board informing the Board of this
designation.
FINANCIAL IMPACT
Assembly Bill 939 (Statutes of 1989) allows the use of landfill
tipping fees to finance this project. The current landfill tipping
fee includes -a component for preparing the countywide siting
element and for combining the city and county source reduction and
recycling elements into the County Integrated Waste Managment Plan.
BACKGROUND
Assembly Bill 939 (Statutes of 1989) requires that the county
prepare a countywide siting element which describes the areas to be
used for the development of adequate transformation or disposal
capacity. This law also requires the preparation of the County
Integrated Waste Management Plan which will be comprised . of the
city and county source reduction and recycling eleme d the
countywide siting element.

Section 18776 of the Planning Guidelines, which were promulgated by the
California Integrated Waste Management Board, requires that the county
designate and notify the California Integrated Waste Management Board of
the agency or department which is responsible for preparing the countywide
siting element and the County Integrated Waste Management Plan.
