SUBJECT: Financial Projections for_ FY 83-84 and RESOLUTION NO. 83/1238
Resultant Expenditure Reduction Measures
The Contra Costa County Board of Supervisors• in all of its capacities as the
governing body of this County and of the Districts and Agencies of which it is
the governing body, RESOLVES THAT:
1. The financial projections for fiscal year 1983-1984 indicate a revenue shortage
of $10-12 million in the Health Services Department. Although actions to
increase revenues and reduce expenditures are proposed and being developed
for early implementation, it is readily apparent that due to time and legal
constraints the deficit cannot be contained solely within this department.
Pending development and adoption of a comprehensive strategy for necessary
budget actions, it is necessary that immediate steps be taken to curtail
expenditures of all departments. Any delay in placing expenditure reduction
measures into place will only further exacerbate the County's financial
problems. In order to immediately reduce expenditures, the actions listed
below are ordered.
2. The Board hereby directs a freeze on all personnel transactions. All promo-
tions and other transactions which change the classification of an employee,
or change the level of an employee in a deep class, and those transactions
by which permanent, temporary or provisional appointments are made, and any
other actions resulting in any pay increases for employees, shall be frozen
effective close of business December 13, 1983. In order to meet this deadline,
said personnel transactions must be effective no later than December 13, 1983,
and must be received in the Personnel Department no later than December 13,
1983 at 5:00 p.m.
This personnel transaction freeze specifically includes, in addition to those
actions mentioned above, promotional flexibly staffed appointments and upward
skill level reassignments within deep classes, reallocations or reclassifica-
tions by P300 or other resolution resulting in pay increases for employees, pay
for work in a higher class assignments, short term/temporary higher skill level
reassignments within. deep classes, new "Outstanding Performance" increments,
and new management longevity incentive pay.
This personnel transaction freeze also applies to the use of contracted temp-
porary help.
This personnel transaction freeze shall not apply to personnel actions
necessary to effectuate departmental layoff and retention plans, voluntary
reductions in hours or status, voluntary demotions or transfers taken to
reduce the impact of layoffs, or other related actions, as approved by the
Director of Personnel .
Further, this personnel freeze shall not apply to:
a. appointments from outside County service only for which an appointment
commitment has been made prior to December 13, 1983 and documented by the
appointing authority if approved by the Director of Personnel ;

b extensions of current temporary, provisional , and pay for work in a
higher class appointments/reassignments and contracts for temporary
help which are continuations of status quo staffing for a specific pur-
pose and assignment already staffed in the same or similar manner and
for which the appointing authority has provided documentation of that
situation if approved by the Director of Personnel .
C. merit increments as approved by the appointing authority;
d. personnel actions agreed to or committed as a part of a dispute settle-
ment, court order, law suit, grievance or appeal if approved by the
Director of Personnel ;
e. specific personnel actions required by law, for public health and safety,
or because of emergency operational consequences, if approved by the
Director of Personnel . Positions financed by revenue-production or
which are 100% non-county funded may be excepted from the freeze by the
Director of Personnel with documentation and reasons from the appointing
authority if approved by the Director of Personnel .
3. The Board hereby directs a freeze on contracts for services, building
acquisition and alterations, and acquisition of capital items and new equip-
ment effective close of business December 133, 1983. Exceptions to this
freeze may be authorized by the County Administrator based on health, safety
or legal requirements, revenue production and proposed use of other financial
resources available for payment or outstanding contractual commitments with
documentation and reasons submitted by the department head.
4. This freeze may be terminated on a departmental basis by the County
Administrator.
5. The Employee Relations Officer shall give notice of this Resolution to all
recognized employee organizations.
6. To the extent that the subjects of this Resolution are within the scope of
representation under the Meyers-Mi 1 i as-Brown Act (Government Code §§3500 et
seq.) , this Board offers to meet with any recognized employee organization
upon request concerning this Resolution.
7. Recognized employee organizations may submit to the Employee Relations
Officer written requests to meet and confer on specific proposals with
respect to this Resolution. This authorization and direction is given
without prejudice to the Board's right to implement a personnel freeze or
reduce or terminate operations or services of the County and of Districts
governed by this Board and to eliminate classes of employees or positions, as
involving the merits, necessity, or organization of services or activities
of the County or of Districts governed by the Board, and not within the
scope of representation.
8. This action is taken without prejudice to pending consulting, meeting, and
meot ing and conferring with employee organizations.
9. This Resolution is an emergency action. There is not sufficient time to
give notice, meet with employee organizations or others, and to properly
arrange the affairs of the County or the other agencies before taking this
action.
