MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: July 31, 1990 SUBJECT: Approving Plans and Specifications for Willow Pass Road at Kevin Drive/Enes Avenue Traffic Signal, West Pittsburg Area Project No.: 0662-6R4131-90, CP#89-16 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the Plans and Specifications for the Project, and ADVERTISE for bids to be received on Thursday, August 30, 1990, at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 20392 of the Public Contract Code, and DETERMINE that the project is exempt from CEQA requirements as a Class 1C Categorical Exemption, and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Director of Community Development to file a Notice of Determination with the County Clerk. II. Financiallmpact: The estimated contract cost of the project is $142,500, funded by Road Funds, (100%). Reasons for Recommendations and Background: The project is needed to improve safety. The project has been determined to be in compliance with the General Plan and is exempt from CEOA because it satisfies the requirements of Section 15301. The project consists of constructing a signal and lighting system at an existing intersection. No additional right-of-way is required. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. IV. Consequences of Negative Action: If the project is not approved for advertising, it will be not be constructed.
