HomeMy WebLinkAboutMINUTES - 07241990 - S.3 TO: BOARD OF SUPERVISORS 5..3 Contra FROM: Supervisor Tom Torlakson 0 Costa DATE: July 24, 1990 County REQUEST COMKUNITY DEVELOPMENT AND PUBLIC WORKS DEPARTMENTS SUBJECT: TO REVIEW PROJECTED HOUSING DEVELOPMENT IN ISLETON FOR IMPACTS ON CONTRA COSTA COUNTY SPECIFIC,REQUEST(S) OR RECOMMENDATION(S) Sc BACKGROUND AND JUSTIFICATION RECOMKMDED ACTION: (1 ) Request Community Development Department and Public Works Departments to review housing development projected for Isleton and its impact on Contra Costa County. (2) Request information from City of Isleton as to anticipated employment destinations and traffic impacts outlined in the Environmental Impact Report for these projects . ( 3) Direct Public Works to specifically investigate impacts on Highway 4 and the proposed Delta Expressway. (4) Direct Community Development to track results and effects of vote scheduled for November 1990 which calls for merger City and County of Sacramento. (5 ) Request that letters of concern and interest be sent on behalf of our Board of Supervisors to the cities of Rio Vista and Isleton, the Board of Supervisors of Sacramento and Solano Counties, and to the LAFCO's of both counties . (6 ) In addition, communicate and coordinate with appropriate LAFCO body and Board of Supervisors with regard to proposed development and our concerns . BACKGROUND INFORMATION: A major developer has expressed interest in the purchase of over 1400 acres in the Isleton area, provided that area can be approved for annexation (see attached article) . If this venture is successful, as in the case of projected development in Rio Vista it is anticipated that a large majority of the purchaBers of these units will need to commute to work centers outside the area. Many of them will commute into Contra Costa County, adding to the growing traffic problems in the County. Contra Costa has imposed major off-site road improvement fees (close to $8,000/house in Oakley) for state highway lanes and other regional road improvements. We need to begin discussions with our neighboring counties and their communities on how new growth in these areas will participate in financially mitigating significant regional roads impacts that may be identified.
