HomeMy WebLinkAboutMINUTES - 07241990 - 2.2A v THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Resolution on July 24, 1990 by the following vote: AYES: Supervisors Powers, Schroder, McPeak, Torlakson and Fanden NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 90/484 SUBJECT: In the Matter of Supporting the Proposed Mid-State Tollway as a Candidate for the AB 680 Privatization of Transportation Facilities Program. The Board of Supervisors of Contra Costa County FINDS that: Regional transportation needs of East Bay Counties and Cities are not adequately met by the existing regional transportation network, including the 1-80, 1-880, 1-680, and 1-580 corridors. There are no adopted State Plans to provide an additional transportation corridor to supplement the above network. 'The Mid-State Tollway, depicted generally on Attachment A of this resolution, parallels the proposed East County Corridor, including Delta Expressway. The Mid-State Tollway is intended to be an effective growth management tool to guide and serve planned development in the Facility Service area through Agreements between the Toll Road Developer and the Counties and Cities through which it passes. The Mid-State Tollway is intended to be an effective environmental management tool for limiting access to environmentally sensitive lands within the Facility Service Area; for protecting valuable environmental resources; and for promoting the preservation of prime agriculture lands, all through agreements between the Toll Road Developer and the Counties and Cities through which it passes. The Mid-State Tollway is intended to be designed, constructed in phases, and operated in a manner to reduce congestion and encourage multiple occupancy vehicles, and contribute to the improvement of air quality standards. The recently legislated Assembly Bill 680 permits and encourages Caltrans to enter into agreements with Toll Road Developers for the construction and operation of four toll revenue transportation projects. The enacted legislation designates one of these projects be located in northern California. As a criterion for selection of a Toll Road Developer, Caltrans requires documentation of support from agencies of local government for the toll revenue demonstration projects. The Board hereby RECOGNIZES the importance of promoting the Mid-State Tollway as a candidate for the AB 680 Privatization Program. The Board hereby ENDORSES this designation and will advocate the selection of this corridor. RESOLUTION NO. 90/484 r Mid-State Tollway - AB 680 July 24, 1990 Page 2 The Board hereby RESOLVES that the Delta Expressway and Kellogg-Los Vaqueros Reservoir Projects are"important regional projects"and that development of the Mid-State Tollway not delay funding or construction of either project. The Board further RESOLVES that development of the East County Corridor be a top priority in the phasing of the Mid-State Tollway. The Board further RESOLVES that the Toll Road Developer address the potential for alternative modes of transportation through the Facility Service Area. The Board further RESOLVES that it will undertake such other actions as are reasonable to promote the development of the Mid-State Tollway, including reservation of right of way; participation in associations with other units of government through Joint Exercise of Powers Agreements; and other forms of participation as may from time to time be brought before this Board by the Toll Road Developer.
