SUBJECT: County Funding for the Concord Convention and
Visitors Bureau
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Provide a County contribution of $14,529 included in the County budget to
the Concord Convention and Visitors Bureau for the period January 1, 1984
through June 30, 1984 with the understanding that additional funds up to
the amount of $12, 393 will be provided if such funds are realized through
increased transient occupancy tax collections for the 1983-1984 fiscal year
over the 1982-1983 fiscal year.
Release of the County funds is contingent on the County. receiving from the
Bureau specific goals and objectives related to increased use and occupancy
of facilities resulting in increased County transient occupancy tax revenue
and evaluation criteria to be used to determine the Bureau's effectiveness
in meeting its goals and objectives.
BACKGROUND
On November 29, 1983 the Board of Supervisors referred to our committee and
the County Administrator a November 9, 1983 letter from Diane Longshore,
Mayor, City of Concord, forwarding information on the separation of the
Concord Convention and Visitors Bureau from the Concord Chamber of Commerce
and requesting that the Board approve a contribution in the amount of
$26 , 922 to help fund the new Bureau for the period January 1, 1984 through
June 30, 1984. On December 5, 1983 our committee reviewed this matter with
County Administrator staff.
Beginning with the 1980-1981 fiscal year, the County has been contributing
toward the cost of funding the budget of the Concord Convention and Visitors
Bureau for services rendered by the Bureau in promoting the Sheraton Inn
(located in unincorporated area) . The County' s share of the Convention
Bureau budget is based on the ratio of transient occupancy taxes collected
at the Sheraton Inn in relation to the total of such taxes collected from
the Sheraton Inn and all other hotels and motels within the City of Concord.
This ratio is determined at the end of each fiscal year and applied to the
succeeding year' s budget.
In March, 1983 the County was notified by the Concord City Manager that the
requested 1983-1984 budget for the Concord Convention and Visitors Bureau
was $120, 802 and the County's share would be $33, 704. This amount was
approved by the Board and is included in the final 1983-1984 budget.
