The Board of Supervisors of Contra Costa County, California
Adopted this Order on_December 13, 1983 , by the following vote:
AYES: Supervisors Powers, Fanden, McPeak, Torlakson, Schroder
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Reductions in the Health Services Department
The County Administrator having submitted a letter dated December 13, 1983, and a revised
resolution providing for the elimination of certain positions in the Health Services Department in response to
the Board's order of December 6, 1983; and
The County Administrator having submitted a memorandum dated December 12, 1983, and the
Director of Personnel in response to the Board's order of December 6, 1983 commenting on the County's
seniority rules and how they apply to the proposed elimination of certain positions within the Health Services
Department; and
The County Administrator having submitted a letter dated December 12, 1983, in response to the
Board's order of December 6, 1983, making recommendations for modification and implementation of the
reductions and elimination noticed for the"Beilensen" hearing held December 6, 1983; and
Supervisor Powers having moved adoption of the resolution eliminating positions in the Health
Services Department and all related recommendations made by the County Administrator; and
Supervisor McPeak having seconded the motion; and
Supervisor Fanden having raised concerns regarding the elimination of three security guard positions
and having asked the County Administrator to return to the Board on December 20, 1983,with information on
how the reduction will be implemented; and
Henry Clarke, General Manager, Contra Costa Employee's Union, Local 1, having opposed
elimination of the security guard positions and having opposed the reductions in LVN and hospital attendant
positions; and
Andrew Russo, Health Information Systems Specialist, having opposed the elimination of his position;
and
Jeff Smith, M.D., having commented on the revised reductions in nursing positions; and
The Board members having variously commented on the recommendations of the County
Administrator; and
Supervisor Torlakson having asked that the report on security guards include a report on their
geographic distribution; and
Supervisor Powers having recommended that the Sheriff, the Pittsburg Police and the Marshal be
asked for their cooperation in dealing with security issues; and
Allen Longshore, M.D., having suggested that more administrative positions should be eliminated; and
Supervisor Schroder having noted that these reductions are probably only the first of additional
reductions which will be needed; and
Supervisor Powers having asked the County Administrator to return to the Board on December 20,
1983, with a list of additional reductions which could be considered by the Board for additional"Beilensen"
hearing; and
Supervisor McPeak having concurred in Supervisor Power's recommendation; and
The motion, as augmented, having been passed unanimously;
IT IS BY THE BOARD ORDERED that:
1. The amended Resolution providing for the elimination of positions in the Health Services
Department is ADOPTED.
2. The County Administrator is ORDERED to return to the Board on December 20, 1983, with a
report on the geographic distribution of security guard positions and the plan for implementation of
the reductions in positions.
3. The County Administrator is ORDERED to return to the Board on December 20, 1983, with a
report on additional reductions in the Health Services Department that could be noticed for an
additional "Beilensen" Hearing in January 1984.
4. The County Administrator is ORDERED to return to the Board not later than February 1, 1984,
with reports on the following:
A. The feasibility of closing the outpatient clinics to all except Contra Costa Health Plan
members.
B. The feasibility of closing"C"Ward.
C. The feasibility of reducing the cost of determining eligibility for the Basic Adult Care Program.
D. The feasibility of reducing the cost of charges to the Health Services Department from the
Auditor-Controller for Central Collections.
5. The County Administrator is ORDERED to study the following matters and report to the Board as
soon as possible:
A. The feasibility of a lease-back plan for one or more County-owned buildings.
B. The feasibility of reducing charges for medical malpractice settlements during the 1983-1984
fiscal year.
C. The feasibility of changing the manner in which the Medically Indigent Adults are reinsured
through the Contra Costa Health Plan.
D. The feasibility of reducing charges to the Health Services Department from the County
Counsel and Auditor-Controller.
6. With the exception of the actions and referrals noted above, the Health Services Director is
ORDERED to implement all remaining reductions and changes contained in the notice for hearing
held December 6, 1983, pursuant to Health and Safety Code Section 1442.5.

SUBJECT: Abolishing Positions and )
Laying-Off Employees ) RESOLUTION NO. 83/1237
The Contra Costa County Board of Supervisors in all of its capacities as the
governing body of this County and of the Districts and Agencies of which it is
the governing body, RESOLVES THAT:
1. The Board has considered the financial impact of reductions in funding due
to reduced state and federal funding and reduced tax receipts and other
revenues, the impact of increased funding requirements, and the staffing
necessary for the efficiency of County government operations, and has con-
sidered the staff retention plans submitted by the Health Services
Department.
2. In order to keep expenditures within available funding or to keep staffing
at the level necessary for efficient operations, it is necessary to abolish
the positions and create other positions described in the lists attached
hereto, for reasons of economy, lack of funds, or because the necessity for
the positions(s) involved no longer exists, and to lay off employees accord-
ingly. Said lists are incorporated herein by reference, and said positions
are hereby abolished or added effective on the dates indicated thereon.
3. The Director of Personnel shall prepare lists showing the order of layoff
of affected employees.
4. The heads of the departments in which such positions are abolished shall
issue layoff or displacement notices, as the case may be, and give notice
to the affected employees of the Board's action.
5. The Employee Relations Officer shall give notice of this Resolution to all
recognized employee organizations .
6. To the extent that the subjects of this Resolution are within the scope of
representation under the Meyers-Milias-Brown Act (Government Code §§3500 et
seq.), this Board offers to meet with any recognzied employee organization
representing affected employees upon request concerning this Resolution.
7. Recognized employee organizations representing affected employees may submit
to the Employee Relations Officer written requests to meet and confer on
specific proposals with respect to this Resolution or any resulting layoffs.
This authorization and direction is given without prejudice to the Board's
right to reduce or terminate operations or services of the County and of
Districts governed by this Board and to eliminate classes of employees or
positions, as involving the merits, necessity, or organization of services
or activities of the County or of Districts governed by the Board, and not
within the scope of representation.
8. This action is taken without prejudice to pending consulting, meeting, and
meeting and conferring with employee organizations.
9. This Resolution is an emergency action. There is not sufficient time to give 1
notice, meet with employee organizations or others, and to properly arrange
the affairs of the County or the other agencies before taking this action.
