SUBJECT: ACCEPT GRANT AND CONTRACT WITH THE CALIFORNIA
DEPARTMENT OF WATER RESOURCES FOR WILDCAT AND SAN PABLO
CREEKS REIMBURSEMENT.

Justification
I. RECOMMENDATION
ACCEPT a grant from the California Department of Water Resources
and AUTHORIZE the Chief Engineer of the Contra Costa County Flood
Control and Water Conservation District to sign a contract with
and submit invoices to the California Department of Water
Resources for reimbursement of local costs for the Wildcat and
San Pablo Creeks project.
II. FINANCIAL IMPACT
The California Department of Water Resources has approved a grant
in the amount of $99, 259. 00 which will offset a portion of local
costs for the Federal Flood Control project.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Contra Costa County Board of Supervisors approved the
Environmental Impact Report for the Wildcat and San Pablo Creeks
project on May 18, 1982 . On February 13 , 1989 the Board
Authorized the Director of Community Development to apply for a
grant of $251, 630. 00 from the California Department of Water
Resources for reimbursement of local costs for environment
enhancements to the project.

On June 16, 1989 the County was notified of the approval of a
grant; and on September 21, 1989 the Department of Water
Resources presented a contract to provide the grant of $99, 259 . 00
to the Contra Costa County Flood Control and Water Conservation
District.
The grant is intended to fund planning and execution of watershed
stabilization and flood damage reduction features on Wildcat
Creek adjacent to Verde School. Design of modifications to
enhance the Corps of Engineers ' selected plan has been completed
and construction is underway. The grant will reimburse ' the
District for a portion of the local costs of design, land
acquisition and construction for the environment enhancement and
stabilization features.
IV. CONSEQUENCES OF NEGATIVE ACTION
Grant funding will be lost without approval of the contract.
