RECOMMENDATION. APPROVE Change Order No. 1 to the Contract dated July 11, 1989, for construction of Remodel of Juvenile Hall Facility 202 Glacier Drive, Martinez, and Byron Boys Ranch, Bixler Road and Byer Road, Byron with West Coast Contractors, Inc. , Suisun Valley, and AUTHORIZE the Director of General Services to execute the Change Order, which increases the Contract Price by $44,000. 00, and provides for asbestos abating in the attic spaces at the Juvenile Hall Facility, and holding the General Contractor harmless for the asbestos abatement work only. II. FINANCIAL IMPACT. There are sufficient funds in the plant acquisition account to cover the Change Order. III. REASONS FOR RECOMMENDATIONS/BACKGROUND. A. On July 11, 1989 Contra Costa County contracted with West Coast Contractors, Inc. , of Suisun Valley, for the construction of the remodel at Juvenile Hall and Byron Boy's Ranch. B. On July 27, 1989, West Coast Contractors informed the County that the deteriorated asbestos-containing duct taping compound in the attic space of Juvenile Hall will need to be abated for health and safety reasons before they can begin work at the site. A consulting industrial hygienist has confirmed the presence of deteriorated asbestos containing material in the attic space. D. The asbestos abatement work must be performed by a contractor licensed and certified to perform such work. On September 6, 1989 the County obtained a bid for asbestos abatement from O'Connor-McMahon California, Inc. who is licensed, registered and insured for asbestos work. E. The abatement work is being added to the general contract by this change order because the normal formal bid process to have this work performed by seperate contract would require a two to three month delay in completing the abatement work, which would, in turn, delay the remodel , work by two to three months. Adding the abatement work to the existing contract for remodel allows the work to proceed with minimal delay. F. The County must hold the general contractor harmless for the asbestos abatement work so that he can retain the insurance required by the County for the remodeling work.
