III. REASONS FOR RECOMMENDATION/BACKGROUND
With the passage of Measure C in November 1988, funding for State
Route 4 improvements and the BART extension to East County became
a reality. BARTD is scheduled to have their east county
extension ' to Bailey Road completed by 1997 . BART is to be
located within the median at Bailey Road, so all interchange
improvements have to be completed by December 1994 . To meet this
schedule, phase I preliminary engineering has to start
immediately.
The preliminary engineering is separated into two phases to
expedite the project. Phase I preliminary engineering will allow
for the completion of the Project Study Report (PSR) , a report
required so that the project may be included in the 1990 State
Transportation Improvement Program (STIP) . Once the project is
in the STIP, Caltrans can allocate staff time and resources
toward the project. Phase I work will be done prior to approval
of a cooperative funding agreement with the Contra Costa
Transportation Authority (CCTA) .
After an extensive consultant selection process, John Carollo
Engineers has been selected to prepare the PSR. As soon as the
cooperative agreement with CCTA is executed, we contemplate
amending the consulting services agreement to include the
environmental documentation.
Phase II preliminary engineering will include preparation of the
plans, specifications, and cost estimate for the project.
Consultant selection for phase II engineering will begin near the
completion of the project report.
IV. CONSEQUENCES OF NEGATIVE ACTION
If this agreement is not approved, the project completion date
will be extended which will affect the completion date for the
BARTD' s east county extension.
