SUBJECT: 1989 NACo Achievement Awards
The National Association of Counties (NACo) award pre-
sented to Contra Costa County for Emergency Management was accepted
by the Director of the Office of Emergency Services on behalf of the
County and his staff.
The NACo award presented to Contra Costa County for The
Paperless Parking Citation System was accepted by the County
Municipal Court Administrator on behalf of the County and court
staff and by the Chief of Police, City of Walnut Creek, on behalf of
the City and its staff.
IT IS BY THE BOARD ORDERED that the aforementioned awards
are ACCEPTED.

AWARD: In Recognition of distinguished and continuing
contributions to the cause of strong and efficient County
Government in the United States of America - Presented to Contra
Costa County for EMERGENCY MANAGEMENT.
ACCEPTING THE AWARD: Gary Brown, Director of the Office of
Emergency Services -- on behalf of the County and his staff.
DESCRIPTION: The Revitalized Office of Emergency Services Program
notes the increased emphasis which has been placed on emergency
services through the upgrading of the Emergency Operating Center,
enhanced communications and increased training of key County staff
to ensure a prompt and appropriate response to any emergency
situation, with particular emphasis on a major earthquake.

AWARD: In recognition of distinguished and continuing

Government in the United States of America presented to Contra
Costa County for PAPERLESS PARKING CITATION SYSTEM.
ACCEPTING THE AWARD: Roy Chiesa, County Municipal Court
Administrator, on behalf of the County and court staff, and
Karel Swanson, Chief of Police, City of Walnut Creek,. on behalf of
the City and its staff who assisted in the development of the
system needs.
DESCRIPTION: The Paperless Parking Citation System, created by the
Municipal Court in cooperation with the Walnut Creek Police
Department, allows an officer to use a hand-held computer terminal
to enter all of the appropriate information. A hardcopy document
is produced by the computer to affix to the vehicle. All other
record keeping is handled by computer tape without the need for
paper records or manual data entry. This has reduced errors,
administrative costs and storage space.
