Agree to allow the Community Development Director and Purchasing Agent until October 23, 1989 to complete work on Recommendations # 22 and # 23 in,the Board's Order of July 18, 1989 regarding plastics in the wastestream. 2. Refer to the Plastics Recycling Task Force created by the Board of Supervisors on August 15, 1989 Recommendation#10 from the Board's Order of June 6, 1989 regarding plastics in the wastestream and request the Task Force and the Community Development Director to make a report to our Committee on this subject December 11, 1989. BACKGROUND: On June 6, 1989 the Board of Supervisors directed the Community Development Director to conduct an in-depth study as outlined by the Solid Waste Commission to determine methods and actions that the County can use to stimulate the development and expansion of manufacturing plants that use waste plastics and other secondary materials in their products and forward his report to the Solid Waste Commission by September 30, 1989. In addition, on July 18, 1989, the Board of Supervisors asked the Purchasing Agent to consider an addendum on purchase orders that requests vendors to use the minimum amount of packing material which will transport and deliver the product safely and consider imposing a 2% penalty on the use of loose expanded polystyrene pellets as a packing material and report his recommendations to our Committee by September 1, 1989. Finally, on July 18, 1989 the Board of Supervisors directed the Community Development Director and the Purchasing Agent to develop guidelines for the purchase of products made with recycled plastic and other secondary materials. Community Development and the Purchasing Agent were asked to report their findings and recommendations to our Committee by September 1, 1989. Community Development Department staff have asked for more time to complete these assignments and have also asked that the in-depth study on methods and actions that the County can use to stimulate the development and expansion of manufacturing plants that use waste plastics and other secondary materials in their products be referred to the newly formed Plastics Recycling Task Force and that they be given more time in which to complete their review of the report. We agree that the additional time which has been requested and the referral to the Task Force are appropriate. As a result we are making the above recommendations. -2-
