' sr'v COUN'- , SUBJECT: REQUEST TO ADD TWO (40/40) SOCIAL WORK SUPERVISOR POSITIONS, FOURTEEN SOCIAL CASEWORK SPECIALIST POSITIONS, AND TWO CLERK-SENIOR LEVEL POSITIONS FOR CHILDREN'S PROTECTIVE SERVICES ��lnor_n a lure SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION It is recommended that the Board of Supervisors APPROVE the addition of two (40/40) Social Work Supervisor positions, fourteen Social Casework Specialist positions and two Clerk-Senior Level positions for Children Protective Service's programs in the Social Service Department. BACKGROUND For fiscal year 1989-90, Contra Costa County received an increase in our Child Welfare Services allocation. These increased funds will be used to hire additional workers needed in Children's Protective Service Programs. The fourteen additional line workers will be assigned to one of the following: Emergency Response/Court, Family Maintenance, Family Reunification or Permanency Planning. Of the total fourteen additional line workers, seven will be assigned to our Antioch office, three to Martinez and four to Richmond in one of the functional areas previously described. Due to this increase in the number of line workers, two additional units will be needed. The two Social Worker Supervisor II positions are for supervision and Clerk-Senior Level positions are for clerical support of the units. The additional positions requested are needed to address the increased referrals and caseloads experienced at all of the offices. These positions will not increase County costs since the positions are funded through an increase in federal/state allocation for Child Welfare Services. The County receives a State and Federal allocation for child welfare services and must furnish $2.2 million. in County funds for child welfare services. Adding these positions will not increase the amount the County must provide for child welfare services.
