RECOMMENDED ACTION: AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to submit a $200,000 Community Development Block Grant (CDBG) funding application for 1990/91 to enable the Housing Authority to construct a child care facility at CA011006, Las Deltas, North Richmond, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: A total of $400,000 is needed to enable the Housing Authority to construct a child care facility at CA011006, Las Deltas, in North Richmond. An application would be submitted to the CDBG program requesting 50% of this total , or $200,000. The Housing Authority will request the remaining $200,000 from HUD in the Comprehensive Improvement Assistance Program application for Fiscal Year 1990. III. REASONS FOR RECOMMENDATION/BACKGROUND: The predominantly low income community of North Richmond does not have any affordable child care facilities. There is a tremendous need for affordable child care services in North Richmond which would enable low income, single parent head of households to receive training, complete their education, or be able to *go to work. The lack of affordable child care services for these single parents presents a huge obstacle which must be overcome if these families are to become self-sufficient. As a result, it is vital for the enhancement of North Richmond to establish affordable child care services for the residents of that community. In cooperation with the Contra Costa Child Care Council , Neighborhood House of North Richmond, which currently operates a number of viable programs for the youth and senior citizens of the community, has indicated its willingness to serve as both the sponsor and manager of a child .care facility to be located in CA011006, Las Deltas, North Richmond. The proposed child care center would benefit the residents of the Housing Authority development, as well as low-income families in the surrounding communty. At its Regular Meeting on August 21, 1989 the Advisory Housing Commission recommended that the Housing Authority submit an application to the County's Community Development Block Grant (CDBG) Program requesting 50% matching funds to enable the Housing Authority to construct a child care facility at CAO11OO6, Las Deltas, North Richmond, to be operated by the Neighborhood House of North Richmond in cooperation with the Contra Costa Child Care Council . IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve submission of an application for $200,000 in Community Development Block Grant Program funds, the Housing Authority would be unable to construct the child care facility at its Las Deltas public housing development in North Richmond, and affordable child care services would continue to be unavailable to the low-income community of North Richmond.
