RECONIlIENTDED ACTION: Authorize the Director of General Services to EXECUTE a Relocation Agreement (Agreement) with Kaiser Foundation Hospitals, Inc. (Kaiser) to relocate the current Central County Morgue (Morgue) located on the Kaiser Hospital Facility at 1019 Center Avenue in Martinez to the proposed County Forensic Science Center Facility (Center) to be constructed at 1970 Muir Road in Martinez . II. FINANCIAL IMPACT: Under the terms and conditions of the Agreement, Kaiser agrees to contribute an amount not to exceed $1,750,000. 00 towards the construction cost of a new 6,000 square foot morgue facility to be incorporated into the County' s proposed Center on or before the end of February 1991. In exchange, the County will terminate the existing lease, enter into a short term lease during the period of construction of the proposed Center, quit claim its rights to the existing site, and relocate the Morgue to the new facility on or before the end of February 1991 . If the County fails to relocate by the end of February 1991, the County will have to pay substantial financial penalties in the form of increases in the rental rate contained in the short term lease. III. REASON FOR RECONIl4ENDATIONSfBACKGROUND: Under an existing lease agreement dated July 3 , 1973 , the County leases and has the right to purchase the premises. The Sheriff-Coroner plans to construct a new Center at the County' s Administration Center at. Glacier Drive. The Sheriff-Coroner' s Center will incorporate a morgue as part of the overall facility. Under the terms and conditions of the Agreement, Kaiser agrees to contribute an amount not to exceed $1,750,000. 00 towards the construction cost of a new 6, 000 square foot morgue facility incorporated into the County' s proposed Center. In exchange, the County will terminate the existing lease, enter into a short term lease during the period of construction of the proposed Center, quit claim its rights to the existing site, and relocate the Morgue to the new facility on or before the end of February 1991. This Agreement is also subject to final approval of an Environmental Impact Report (EIR) for the proposed Center. If the EIR is not approved, a provision has been made to terminate this Agreement. The EIR has received approval from the County Planning Commission and is scheduled to appear before the Board within the next three to four weeks. This Agreement is viewed as advantageous to the County. The existing Morgue is 4, 000 square feet in size. This Agreement provides for Kaiser to contribute -towards the construction cost of the proposed Center which_ incorporates a 6,000 square foot morgue. BORD09A.D89 JB:pg
