SUBJECT: APPROVE and AUTHORIZE the Chair of the Board of
Supervisors to Execute a Cooperative Agreement with the U.S. Army
Corps of Engineers for Mitigation Landscaping of the Wildcat and
San Pablo Creeks Reach 1 Project, Flood Control Zone 7 and
Drainage Area 73 .

Justification
I. RECOMMENDATION
APPROVE and AUTHORIZE the Chair of the Board of Supervisors to
Execute a Cooperative Agreement with .the U.S. Army Corps of
Engineers on behalf of the Flood Control District.
II. FINANCIAL IMPACT
By the terms of the agreement, the Corps of Engineers will
reimburse the Flood Control District for costs associated with
the landscape mitigation work in an amount not to exceed
$513 , 000..00 except by written amendment prepared by the Corps of
Engineers.

III. REASONS FOR RECOMMENDATIO&BACKGROUND
A requirement of the Wildcat and San Pablo Creeks Reach 1 Project
is the establishment of mitigation landscaping. The Corps of
Engineers ordinarily employs a private Contractor to accomplish
this work. However, the Corps has agreed to allow the Flood
Control District to assume the responsibility for implementing
the landscaping project. This arrangement will allow the Flood
Control District to employ the California Conservation Corps for
installing plants and much of the irrigation equipment; thereby
providing valuable training for local youth.
The subject agreement outlines the Flood Control Districts '
administrative responsibilities and the Corps' commitment to
reimburse the Districts ' costs upon submittal of monthly
invoices.
IV. CONSEQUENCES OF NEGATIVE ACTION
Without execution of the Cooperative Agreement, the Corps will
proceed with the usual solicitation for bids from private
Contractors and the Flood Control District will loose the
opportunity to furnish youth training.
