SUBJECT: Possible closure of and patient transfer from The Sun Valley
Manor Nursing Home of Pleasant Hill.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION : This requests the Board of Supervisors
to oppose the change in use or licensure of The Sun Valley
Manor Nursing Home in Pleasant Hill until all Medical
patients have placement within Contra Costa County, and
have been given support by nursing home staff to make the
transfers without dislocation. It is also requested that
the legal rights of all patients per AB 2196 be guaranteed.
BACKGROUND: A corporation known as Chartham, in charge of
the Sun Valley Manor Nursing Home, has changed name to
Touchstone Corporation, and sent letters to all residents
of the nursing home informing themthey must re-locate
because the nursing home is being converted to another use - one
for treating head"injuries. Patients are being encouraged to
transfer to the sister facility (next door)-, named Baywood,
where there are 30 beds available. Of the 51 patients at the
nursing home, 29 to 30 are Medical, the rest will qualify in
the future. The Field Coordinator of the Ombudsman Program
at the nursing home has stated. this action . is illegal per AB 2196.
