Accept the offers of funding from the City of Concord and the staff of the East Bay Regional Park District of $10,000 each for use on alignment study of the DeAnza Trail between Martinez and Pittsburg. 2. Authorize the County to spend $10,000 in matching funds- to be used for this alignment study. A potential source of funding might be from the funds the Navy will transfer to the County if the Concord Naval Weapons Station road closures are approved by the Board. 3 . Authorize the Community Development Department to solicit consultants proposals for this work and to take the necessary actions to conduct the study and also authorize the Community Development Director to contract for the alignment study up to $30,000. 4. Direct the Community Development Department to establish a working committee of County, Concord and EBRPD staff to oversee this study. 5. Encourage this group to coordinate this 1st phase effort with Pittsburg, Antioch, Martinez, Ambrose Recreation and Park District, and OMAC to ' insure this 1st phase effort fits into entire DeAnza Trail program which extends from Concord to Oakley. FISCAL IMPACT This project will take staff time of the Community Development Department and potentially some from the Public Works Department. To fulfill the scope of work will require $10,000 of County funds; an equal amount will be provided by both Concord and the EBRPD. If the . road closures are granted for the Navy, the money should be allocated from this $5 million transfer to the County from the Navy for transportation purposes. BACKGROUND/REASONS FOR RECOMMENDATIONS In 1975-76 the DeAnza expedition transversed the northern coastal hills of Contra Costa County. While the exact route has not been positively identified, its general route from Concord into the Oakley area has been defined. George Cardinet of the Contra Costa Horsemen' s Association has been urging for years that this trail be established. In mid 1989, Supervisor Torlakson urged the County to serve as the lead agency on an implementation study to assure the construction of this trail and the Board endorsed this concept on March 28, 1989. On May 2, 1989 the City of Concord responded to that request by promising to grant $10 ,000 to the County to undertake this effort. In a subsequent meeting with agency staff, the EBRPD staff has promised to recommend to their Board the grant of an equivalent amount. The staff of Pittsburg and Antioch have committed staff time to develop a joint effort. Trail alignments -within those 2 cities (in concert with the EBRPD) are fairly well established. At the last . discussion between Supervisor Torlakson and affected agency staffs, it was decided to deal with trail implementation in smaller phases rather than trying to package on project for the entire length. Since Pittsburg and Antioch, in concert with the EBRPD, are working on completing phase 1 of this project, phase 2 between Concord and Pittsburg is the focus of this report. The need in this area is for an alignment and feasibility report which will outline the exact location and costs of the trail in the area; this process is outlined in the proposed Request for Proposal (attached) . Should the Board wish to proceed on this implementation program, it should authorize the Community Development Department to proceed with soliciting consultant proposals, working with affected agency staff, and determining the financial feasibility of construction. Should the Board authorize this effort, staff will proceed to implement this program. The Community Development Director should be authorized to directly hire a consultant to do this study for $30, 000 or less. REQUEST FOR PROPOSAL DE ANZA TRAIL ALIGNMENT AND FEASIBILITY STUDY PHASE 2: CONCORD TO PITTSBURG I . PURPOSE: The purpose of this request for proposal (RFP) is to seek proposals from selected consultants in the field of trails planning, design and implementation who are interested in working on the De Anza Trail Implementation Program. The trail extends from Concord to Oakley and is shown on Map, 1 (attached) . This proposal covers the reach from Concord to Pittsburg. The specific alignments through Pittsburg and Antioch are generally known, however the connections from West Pittsburg west and from Antioch east are not presently committed. II . DE ANZA TRAIL ALIGNMENT AND FEASIBILITY STUDY: The alignment study will require the development of materials of sufficient detail to allow consideration of alternative alignments from the known existing termini'. of the trail and to consider the potential for local feeder trails to aid in neighborhood circulation. The feasibility study shall include identification of sites within the study area when additional acquisitions will need to be made, the proposing of cost estimates for the construction of the trail and outlining of an operational program for the trail . This will include recommendations for the funding and maintenance of the trails and other jurisdictional requirements. The consultant will take into consideration the existing trail plans of the cities of Concord, Pittsburg, the County, the: East -Bay ..RegJonal Park- District arkDistrict (EBRPD) and the Ambrose Recreation and Park District. The consultant shall utilize the report "Planning and Design Criteria for Bikeways in California" as the basis for design standards for the trail . The consultant will specifically focus on the design aspects of the trail since the goal is to utilize this planning program as the direct basis for plan development. A. The trail alignment study shall be separated into two phases as follows: 1. An overall study area review of alternatives trail alignments shall include: a. a review of the existing trail plan of the affected jurisdictions and how they relate to each other. b. a review of existing land uses to determine where potential trails can be accommodated. C. a review of how the trail alignments would relate to school , local parks, protected open space areas, local public facilities, view corridors and unique physical features. d. preparations of a report on alternative trail alignments. e. a generalized analysis of the advantages and disadvantages of each alignment or segment. f. recommendations for a preferred trail alignment to complete the regional and local trails within the study area. 2. Upon approval of the aforementioned report and determination of a preferred generalized trail alignment, the consultant will proceed to the second phase of the planning study which shall include preparation of a final feasibility plan to include: a. a proposed plan alignment feasibility plan. b. preliminary cost estimates for implementing to plan alignment. C. recommendations on which agency(s) should own, develop, and operate specific elements of the DeAnza Trail . d. additional general accommodations on feeder trails and how to integrate the trail with adjacent public facilities and land uses. e. a plan of action on how the plan the plan can be financed and constructed. f. preparation of conceptual and final reports with text, charts, maps estimates and support documents appropriate for adoption by involved jurisdictions. B. Scope of Agency and Public Involvement 1. Meet with County personnel administering the contract on a regular basis. 2. Meet with city, special district and county staff whenever major alignment decisions are required. Most contracts will be informal but at least two and possibly four group meetings will be required to finalize the proposal . 3. Attend at least two workshops and/or public meeting on the proposed plan alignment and feasibility study. III . PROPOSAL SUBMITTAL: A written proposal (10 copies) of how the consultant would propose to handle this assignment shall be delivered to: Jim Cutler, Chief of Comprehensive Planning Contra Costa Community Development Dept. 651 Pine Street, North Wing 4th Floor Martinez, CA 94553 (415) 646-2035 To include: 1. A statement of overall approach in providing the professional services required. 2. An itemization of all services to be provided and their cost. This should include staff coordination and public meetings. 3. A schedule of hourly rates to be charged for contracted and "supplemental " work. 4. A schedule for completion of conceptual and final feasibility plans. 5. A list of subconsultants to be used, the nature of their services and statement of their qualifications and references. 6. The name of the consultants' Project Manager and of consultants employees who will be assigned to work on the project. IV. PROJECT SCHEDULE: Staff anticipation is that it will take 2 months to do do the Phase I report, the amount of time for the agencies to accept that report and provide guidance could take an additional two months. The preparation of the final report could take an additional 2 months from acceptance of the Phase I report. Consultants are free to vary from this anticipated time schedule, but this proposal should explain the rationale for whatever timeline they propose. V. CONSULTANT SELECTION: Consultant selection shall be determined by a staff committee made up of representatives from the County, Concord, and the EBRPD. The contract shall be with the County. VI . CEQAA: CEQA clearance is not a part of this contract and will be handled, as necessary, by the appropriate agencies implementing the proposal . JWC:vpl cjc3/tt.mem
