SUBJECT: Proposed Reductions in Health Services Department Budget
SPECIFIC R; UEST(S) OR RECOMMENDATIONS) a BACKGROUND AND JUSTIFICATION
RECOMMENDER A TIO
Accept report from the Health Services Director regarding proposed reductions in the
Health Services Department Budget.
Authorize the Health Services Director to proceed with the recommended program reductions
in the Alco hol/Drug Abuse/Mental Health Division (Phase II).
Authorize :he Health Services Director to post Beilenson notice as required by State
Statute, Hi!alth & Safety Code, Sections 1442 and 1442.5.
Authorize .he Health Services Director to notify the State Department of Health Services
of the projosed reductions and the scheduled Beilenson hearing as required by the statute
cited abov>t.
Set Octobe- 17, 1989, 2 p.m. in the Board Chambers, as the date, time, and place of the
Beilenson Learing.
FINANCIAL ;MPACT
As proposes, the reductions would result in savings of $2,231,000.
BACKGRO�„ UND
On August 15, 1989 your Board authorized the Health Services Director to "initiate
planning" For service reductions which would realize the savings necessary to fund the
workforce salary and benefit increases for FY 1989-90 and to report back to the Board
on Septemb,.r 12 with a reduction plan.
To meet th ! County' s.funding shortfall for salary and benefit increases, $2,231,000, we
have devel )ped a reduction pian of four phases: 1) administrative reductions, 2) program
reductions not requiring a Beilenson Hearing, 3) program reductions requiring a Beilenson
Hearing, and 4) additional program reductions not subject to Beilenson requirements to
be submitt?d September 19, 1989.

The Phase III reductions will be noticed for hearing pursuant to the Beilenson Act,
although tiese reductions are not necessarily subject to the Beilenson Act requirements.
California Health and Safety Code, Sections 1442 and 1442.5, referred to as the Beilenson
provisions, prescribe certain procedures that a county must follow prior to ". . .closing
a county facility, eliminating or reducing the level of services provided. . . ." These
provisions include the posting of a public notice delineating proposed reductions at the
entrance t) all county health care facilities for 30 days preceding the public hearing
to be helc by the Board of Supervisors during which the proposed reductions will be
considered. We are preparing the Beilenson notice with the assistance of County Counsel .
It will be posted by September 15 to conform to the 30 day posting requirement. Program
reductions for this phase are as follows:

SUBJECT: Health Services Department Budget Cuts
The Board this date accepted a report from the Health
Services Director relative to proposed reductions in the Health
Services Department budget and fixed October 17, 1989 for the
Beilenson hearing as required by State law.
The Board received for the record a letter dated
September 11, 1989 from Chris Adams, Chair, Correctional and
Detention Services Advisory Commission, opposing reductions in
medical and mental health services in the County detention
facilities.
The following persons appeared before the Board and
spoke in opposition to cuts in Health Services funding and
staffing:
