SUBJECT: BUDGET ADJUSTMENTS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Adopt attached resolution which abolishes certain positions,
reduces hours of positions, transfers positions between
departments and lays off employees in specified departments as
necessary to balance department budgets for fiscal year 1989-90 .
2. Direct staff to report back to the Board regarding mental health
contractor cost of living increases on September 26, 1989 or upon
completion of negotiations concerning salaries of County
employees.
FINANCIAL IMPLICATIONS:
Approval of the recommended actions will result in the maintenance of
a balanced budget for fiscal year 1989-90 .
BACKGROUND:
On August 15, 1989, the Board approved actions addressing the need to
balance the fiscal year 1989-90 budget. The attached resolution
accomplishes part of the approved actions that relate to layoffs by
abolishing positions, transferring positions between departments and
reducing hours of positions in specified departments.
Changes affecting Health Services Department reductions are addressed
in a separate determination item.

SUBJECT: Abolishing Positions, Reducing Hours on
Positions and Laying-Off Employees
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RESOLUTION NO. 89/597
The Contra Costa County Board of Supervisors in all of its capacities as the
governing body of this County and of the districts and agencies of which it
is the governing body, RESOLVES THAT:
1. The Board has considered the financial impact of reductions in funding
due to reduced state and federal funding and reduced tax receipts and
other revenues, the impact of increased funding requirements, the .
resultant impact on capital projects, and the staffing reorganization
necessary for the efficiency of County government operations, and has
considered the budget reduction and staff retention plans submitted by
department heads.
2. In order to keep expenditures within available funding or to keep staff-
ing at the level necessary for efficient operations, it is necessary to
abolish the positions, reduce hours in positions, and transfer positions
and incumbents described in the lists attached hereto, for reasons of
economy, lack of funds, departmental reorganization, or because the
necessity for the position(s) involved no longer exists, and to lay off
employees accordingly. Said lists are incorporated herein by reference,
and said position actions are hereby taken effective on the dates
indicated thereon.
3. The Director of Personnel shall prepare lists showing the order of
layoff of affected employees.
4. The heads of the departments in which such positions are abolished
shall issue layoff or displacement notices, as the case may be, and
give notice to the affected employees of the Board's action.
5. Tfie Employee Relations Officer shall give notice of this Resolution to
all recognized employee organizations.
6. To the extent that the subjects of this Resolution are within the
scope of representation under the Meyers-Milias-Brown Act (Government
Code Section 3500 et seq. ) , this Board offers to meet with any
recognized employee organization representing affected employees upon
request concerning this Resolution.

7. Recognized employee organizations representing affected employees may
submit to the Employee Relations Officer written requests to meet and
confer on specific proposals with respect to this Resolution or any
resulting layoffs. This authorization and direction is given without
prejudice to the Board's right to reduce or terminate operations or
services of the County and of Districts governed by this Board and to
eliminate classes of employees or positions, as involving the merits,
necessity, or organization of services or activities of the County or
of districts governed by the Board, and not within the scope of
representation.
8. This action is taken without prejudice to pending consulting, meeting,
and meeting and conferring with employee organizations.
9. The amount of cost-of-living increases for the mental health contractors
cannot be determinied until the completion of negotiations concerning the
salaries of County employees. The Board, therefore, directs staff to
report back to the Board at such time as an amount can be determined.

SUBJECT: Budget Adjustments
The Board this date approved certain actions necessary
to balance department budgets for Fiscal Year 1989-90.
The following persons appeared and opposed proposed
cuts in the Sheriff ' s Marine Patrol:

The Board received letters from the following
individuals or organizations opposing proposed cuts in the Marine
Patrol:

Blvd. , Suite 202, Walnut Creek 94596, expressing concerns relative
to extension of their contract.
