S �� 04 County DATE: September 12, 1989 sTq•���x SUBJECT: FINANCING PUBLIC WORKS CORPORATION YARD SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION Accept report on debt service payments for Public Works Corporation Yard. FINANCIAL IMPACT The Public Works department will spend an average of $575,000 a year in debt service payments for the Blum Road Corporation Yard. The first three semi-annual payments will be paid for— with interest earnings and rental cancellations. Beginning in April, 1991, revenue will come from an increase in the overhead rate charged to the Road Fund, Flood Control District, Drainage Maintenance, Sanitary Districts, Buchanan Field Airport, and others which will directly benefit from the corporation yard. Distribution of the debt cost will vary between these revenue sources with the greatest portion to be borne by the Road Fund. BACKGROUND On March 7, 1989? the Board of Supervisors adopted a resolution to finance Phase I of the corporation yard through the California Supervisors Association of California (CSAC) , and asked the County Administrator' s Office and Public Works Director to review debt service financing, specifically the use of Road Fund revenues. The first payment on the 30-year loan will be made in October, 1989. During Phase I, activities presently divided between the Shell Avenue Yard, Lafayette Yard, Glacier Drive temporary yard and space at Arnold Drive will be consolidated into one corporation yard on Blum Road in Martinez. The more efficient seven-acre corporation yard will be used by Public Works Maintenance crews.
