Bragdon, Contra Director of Community Development Costa DATE: September 12, 1989 ,� SUBJECT: Contract for Dredge Sediment Testing-- WU John Baldwin Ship Channel SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Authorize Chair to execute a contract for $24,000 with the Corps of Engineers for testing of dredge sediments for berthing areas adjacent to the proposed John Baldwin Phase II Ship Channel Project for use in the environmental impact statement. FINANCIAL IMPACT No County cost--100 percent funding from industry beneficiaries of ship channel project. REASON FOR RECOMMENDATION/BACKGROUND The County is a local sponsor for the Corps of Engineers John Baldwin Phase II Ship Channel project. The project will consist of deepening the waterway from approximately Pinole to the Benicia-Martinez bridge. As a part of the project, dredging will also occur at the berthing areas for various industries that will be using the ship channel project. The Corps of Engineers is sampling the main ship channel as part of the environmental documents necessary to comply with the National Environmental Policy Act. The Corps has invited industries to participate in a sediment core sampling program for the berthing areas so that the sampling can all be done at the same time, resulting in a cost savings. The cost for all aspects of the berthing area, including the sediment testing, must be borne by the local sponsor. The County has stated that all local costs from the ship channel project will be assessed to the industrial users of the ship channel. In this case, the County is acting as a conduit for private sector local funds for the Corps of Engineers project.
