SPECIFIC REOUEST(S) OR RECOMMEN0AT10N(9 ) 04 BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
Approve and authorize the Chairman to execute on behalf of the
County Standard Agreement (Amendment ) #29-202-42 (State
#88-93875 A-01 ) , effective April 1 , 1989 , with the State
Department of Health Services to amend Standard Agreement
4x~29-202-41 (effective July 1 , 1988 - June 30 , 1990) for , the
County ' s family planning services . This amendment reduces the
FY 1988-89 contract payment limit by $4 ,750 , from $67 ,000 to a
new total of $62 , 250 , and reduces the total two-year contract
payment limit from $134 ,000 to $129 ,250 .
II . FINANCIAL IMPACT :
This amendment reduces the maximum reimbursable amount of
$67 ,000 to a new total of $62 , 250 for family planning services
during FY 1988-89. There will be no actual reduction of
incoming funds under this amendment due to the number of
billable patient visits .
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
For many years the County has provided family planning services
to citizens of child-bearing age who would otherwise be unable
to obtain these services . Due to increased services by other
family planning providers , clinic attendance has dropped,
resulting in a decrease in billable patient visits . Under terms
of the agreement , the County must bill any other payment source ,
such as Medi-Cal , before seeking reimbursement from the State
for services provided . The contract is a method for reimburse-
ment rather than a straight reimbursement contract .
On August . 16 , 1988 , the Board approved Standard Agreement
#2'9-202-41 with the State Department of Health Services for
continuation of State funding for family planning services .
Amendment 4429-202-42 is the standard annual document which
increases or decreases the fiscal year total State funding
amount to more accurately reflect reimbursement for patient ser-

vices provided by the County. These amendment documents were
received by the County sometime ago , but inadvertently not pro-
cessed at the time of receipt . Approval of this Amendment
Agreement will resolve the prior year ' s funding issues , and
clear the way for a new family planning agreement between the
State and the County.
This amendment has been approved as to legal form by County
Counsel ' s Office .
The Board Chairman should sign eight copies of the amendment ,
seven of which should then be returned to the Contracts and
Grants Unit for submission to State Department of Health
Services .
