'�nP�11� 'I�' DATE: September 5, 1989 ' �osrA,couK't`t SUBJECT: LEGISLATION: SB 707 (Rogers) Specific Request(s) or Recommendations(s) & Background & Justification RECOMMENDATION: Adopt a position of SUPPORT in regard to SB 707 by Senator Rogers which would require the preparation of a California Aviation System Plan. BACKGROUND: SB 707 would require the Division of Aeronautics within the State Department of Transportation,in consultation with transportation planning agencies,to prepare a California Aviation S ystem Plan. The plan would have to include the following elements: 1. A background and introduction element which summarizes aviation activity in California and establishes goals and objectives for aviation improvement. 2. An air transportation issues element which addresses issues such as aviation safety,airport noise,airport ground access, transportation systems management, airport financing, airport comprehensive land use planning and institutional relationships. 3. A regional plan alternative element which consists of the aviation elements of the regional transportation plans prepared by each transportation planning agency. This element must include consideration of regional air transportation matters relating to growth, capacity needs, county activity, airport activity and systemwide activity in order to evaluate adequately the overall impacts of regional activity in relation to the statewide air transportation system. This element would also propose general aviation and air carrier public use airports for consideration by the California Transportation Commission for funding eligibility. A state plan alternative element which includes consideration of statewide air transportation matters relating to growth,county activity,airport activity and systemwide activity in order to evaluate adequately the state aviation system and to designate an adequate number of general aviation and air carrier public use airports for state funding in order to provide a level of air service and safety acceptable to the public. 5. A comparative element, which compares and contrasts the regional plan alternative with the state plan alternative,including airport noise,air quality,toxic waste cleanup,energy,economics and passengers served. 6. A ten year capital improvement program which is divided into two five year phases for each airport, based on the airport's adopted master plan,prepared by each transportation planning agency. 7. Any other elements deemed appropriate by the division and the transportation planning agencies. 8. A summary and conclusion element, which provides findings and a recommended course of action. The completed California Aviation System Plan would be submitted to the California Transportation Commission. The bill also provides for updating the various elements of the Plan at specified intervals. The California Transportation Commission would be responsible for reviewing the Plan,holding public hearings on the Plan and any revisions to it,and based on these hearings,to adopt or revise and adopt as revised the Plan and subsequent revisions. Every project submitted for funding from the Aeronautics Account would have to be consistent with the Plan. The bill provides that any funds necessary to carry out the provisions of the bill be obtained from federal grants. The Manager of Airports recommends that the Board of Supervisors support SB 707. As of this writing SB 707 was in the Assembly Ways and Means Committee and may well be on the Governor's Desk before the Board of Supervisors takes action to support it.
