SUBJECT: Appeal filed by Bellecci and Associates (Applicant) and Richard J.
Taylor (Owner) (Subdivision 7231 ) , of the denial for approval of a ten
lot subdivision. Subject property consists of 13 . 3 acres fronting
approximately 2 ,000 feet along the east side of the Southern Pacific
Railroad, immediately south of Lone Tree Way, in the Brentwood area.

SPECIFIC REQUEST S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
I. Accept the environmental documentation as adequate.
2. Deny the appeal of Bellecci & Associates and sustain the
decision of the East County Regional Planning Commission to
deny Subdivision 7231.
BACKGROUND
At its' meeting of March 27, 1989, the East County Regional
Planning Commission voted to deny Subdivision 2731 in conjunction
with their recommendation for denial of Rezoning Application
2825-RZ. The Commission could not make the finding of General Plan
consistency necessary to approve the rezoning request.

On July 11, 1989, the Board of Supervisors continued to this date
the hearing on the appeal of Bellecci and Associates and Richard J.
Taylor (appellants) from the decision of the East County Regional
Planning Commission on the request by Bellecci and Associates
(applicant) and Richard J. Taylor (owner) for approval of a ten lot
subdivision (Subdivision 7231) in the Brentwood area.
Jean Mesick, Community Development Department, presented the
staff report on the appeal, describing the site, and commented on the
Planning Commission recommendation for denial and the reasons for the
recommendation. She advised the Board of the staff recommendation
that the Board accept the environmental documentation prepared for
this project as adequate, that the Board deny the appeal of
Subdivision 7231 and deny the rezoning request 2825-RZ before the
Board also today. She commented on the receipt of a letter from the
City of Brentwood requesting that the rezoning request and the
subdivision be denied.
The public hearing was opened and the following person appeared
to speak:
Frank Bellecci, Bellecci and Associates, 2252 Stanwell Drive,
Concord, representing Richard Taylor, commented on the basis for the
application including the surrounding lot sizes and configurations and
requested approval of the project.
The public hearing was closed.
Supervisor Torlakson indicated that this request was premature
and would violate the criteria for planning in this area in the
General Plan and violate the spirit of Brentwood' s plan, and that for
those reasons, the recommendations of the Planning Commission and the
staff, he moved to adopt the staff recommendations.
On recommendation of Supervisor Torlakson, IT IS BY THE BOARD
ORDERED that recommendations 1 and 2 are APPROVED.
