BACKGROUND Attached is the 1988 Committee Report prepared by the (outgoing) 1988 Committee Chairman, Hank Brennes. The Committee would like the opportunity to make a brief presentation to the Board on the report. DISCUSSION Clayton Regency Park In 1988 , the issue that drew most of the Committee' s attention was the resolution of park improvements and water rate charges at Clayton Regency Mobilehome Park ( 5 miles east of Clayton) . The park owner, George Gradow, completed the installation of park improvements. The Committee has also monitored the tenant concerns with the water fee charges that were established. While the charges had created some initial objections, the Committee has' received. no complaints for at least a year. The park owner, Jim Meyers, has been working with the Committee and the Housing Authority to find alternative housing for the tenants. However, viable alternatives have been difficult to identify for these tenants with limited means. The Community Development Department has indicated to 'the Committee that the rezoning request will not have staff support until the Committee finds that the proposal will not result in a significant hardship on the park tenants. RHD/df L10:moho.bo 1988 ANNUAL REPORT The Contra Costa County Mobilehome Advisory Committee is a duly appointed advisory committee to the Board of Supervisors which acts on the Board' s behalf in matters concerning Mobile Home problems referred to the Board of Supervisors for investigation and possible action. This committee is composed of eleven members representing mobile home owners and owners/management. At the present time, one for each Supervisorial District and three represent the public at large. As an appointed committee representing the Board of Supervisors, on behalf of the citizens of Contra Costa County, we have an obligation to support and uphold all ordinances and regulations applicable to the assigned tasks. Contra Costa County Mobilehome Advisory Committee's members tasked ;with said duties: are as follows: Tenant Representatives Owner/Management Representatives William Gaumer, Dist. Brennes, Chairman Dorothy Elsenius, Vice Chairman The Contra Costa County Mobilehome Advisory Committee' s major responsibilities include the following: 1 . Investigate and provide the Board of Supervisors with a report on complaints from Mobile Home tenant groups. 2. To act on behalf of the Board of Supervisors to explore alpossible solution to said problems. I 3. To analize and advise the Board of Supervisors regarding recent legislation affecting the mobile home community. 4. Monitor affordable housing issues related to mobile homes. COMMITTEE PROJECTS IN 1988 1 . Meeting with tenant groups of various parks with requests 'for assistance. 2. Field trips to 'various parks in and out of Contra Costa County to evaluate lifestyles provided by the various parks and services by management. 3. Research and analysis of new legislation. affecting mobile; nome parks. One of major concern involves adult park status due to a Supreme Court decision. 4. Monthly committee meetings in each of the Supervisors districts, in addition to a few luncheon meetings. There have been continuous problems in one of the parks which have yet to be resolved. 1988 turned out to be a very busy year with one major project involving many hours of diligent work by committee members assigned to provide a solution. This includes'many hours of involvement by the current President of the Board of Supervisors, Mr. Tom Torlakson. The issues primarily addressed during 1988 are as follows, in the order of priority: a. CLAYTON VALLEY REGENCY MOBILE HOME PARK In January 1988 we w re requested, by the Board of Supervisors,. to investigate complaints by a tenant committee regarding unfair rent increases, water rates, in addition to run down park facilities, unpotable water and many other complaints. Additional county departments were also requested to investigate/ A committee was established to work with Supervisor Torlakson and.many meetings were held with the tenant committee, park owner George Gradow and hos attorney, county building supervisor, Bob Giese, and other county representatives. After many months of negotiations and actual repairs an agreement and partial solution was accomplished except for ,,the problem of high water rates. The park is in much better physical condition and the t tenants have dropped their law suit against the owner. Altho6gh there are still some unresolved issues, the major problems have been corrected and we have hopes that the mood has improved between the tenants and the owner, , thus providing an atmosphere of trust which can lead to their working together. An outstanding job was done by Supervisor Torlakson and the committee on this very, sometimes explosive, problem. b. CONCORD CASCADE MOBILE HOME PARK A meeting with 'Supervisor Sunne McPeak was held in August, 1988 regarding the now yearly disagreement on a rent increase. I attended this meeting as a resident of the park along with the two Home Owners Association representatives. Mr. Greg Johnloz, park owner advised the proposed increase. With the outstanding assistance of Supervisor McPeak the issue was resolved in one, meeting with a flat $15.00 per month increase based in current CPI . c. SUN VALLEY PARK Several members of a committee objecting to rent increases had requested assistance. Several meetings were scheduled and it now appears that there are two factions in this park. The majority have signed 5 year leases and the small group which is opposed to a rent increase has not signed a lease. Their committee was asked to request a meeting with the park owner and our staff. At this writing we have not received a response to this request. If the meeting can be arranged every effort will be made to resolve the issues in question. d. PACHECO MOBILE VILLA This is an issue which has been ongoing for some time. The park owner, Mr. Jim Meyers, has requested guidance in obtaining permission to rezone the. property on Berry Street in Pacheco. Mr,: Meyers has been provided with all the information required and the steps needed to resolve the issue of relocation of the current tenants. This is an ongoing project at the time of this report. There have been many questions indirectly asked of the Mobile Home;Advisory I Committee which apparently were answered in a satisfactory manner since we have not heard anything to the contrary. We, of the Contra Costa County Mobile Home Advisory Committee are grateful for the opportunity to act on behalf of the Board of Supervisors in matters involving the well being of our citizens who live in mobile home parks. ' With the multitude of problems presented to you as members of the Board, it s a good feeling to know that we can assist in some way to improve life in Contra Costa County.
