NOES: None. ABSENT: None.. ABSTAIN: None. SUBJECT: MEMORANDUM OF UNDERSTANDING I RECOMMENDATION As recommended by Supervisor Robert I . Schroder, IT IS BY THE I BOARD ORDERED that the Board of Supervisors invites the City of Walnut Creek to enter into a Memorandum of Understanding regarding a joint j planning process for reviewing new requests for General Plan Amendments in either City or County areas within the Northgate planning area. I BACKGROUND ' There has recently been a great deal of concern expressed about the development potential in the area of Northgate, a predominately rural portion of District Three. It is appropriate for the County to articulate a policy in order to accomplish effective sub-regional planning by developing a joint planning process through a Memorandum of Understanding, which 'would require approval of both agencies prior �o zoning changes in the designated area of concern. BACKGROUND There has recently been a great deal of concern expressed about the development potential in the areas of Dougherty Valley and Westside, a predominately rural portion of District Three. It is appropriate for the County to articulate a policy in order to accomplish effective sub-regional planning by developing a joint planning process through a Memorandum of Understanding, which would require approval of both agencies prior to zoning changes in the designated areas of concern.
