SUBJECT: Approval of $50 , 000 Contract with Shelter, Inc. for Rehabilitation of
Family Transitional Project in Pittsburg
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE allocation of $50,000 to Shelter, Inc. for renovation costs
for the Pittsburg Family Center from voluntary contributions paid
pursuant to conditions of approval for General Plan Amendment
#3-87-CO & 2795RZ, AUTHORIZE the Director of Community Development,
the Deputy Director - Land Development or the Deputy Director -
Redevelopment to execute a contract for said funds; and AUTHORIZE
the Auditor-Controller to issue a check in the amount of $50,000
from Account #8109-SC5890000 .
FISCAL IMPACT
On April 11, 1989, your Board agreed to accept, a voluntary
contribution of at least $100,000 as a Condition -of Approval on the
General Plan Amendment and rezoning of the Rancho Paraiso project
proposed by Smith/Perms-Bilt Development, General Plan Amendment
#3-87-CO and 2795-RZ. This contribution was earmarked for the
homeless and has been paid by the developer. These funds can be
released as of August ll, 1989, at the expiration of a 120 day
appeal period for the environmental review document. Approval of
this grant would leave at least $50,000 in this homeless fund for
dispersal to other homeless facilities or services.

BACKGROUND/REASONS FOR RECOMMENDATIONS
Shelter, Inc. has acquired and is currently rehabilitating the
8-unit Pittsburg Family Center, which will provide transitional
housing units, with services, for homeless families with children.
The County has previously provided $453 ,000 to this project: an
initial $285,000 of CDBG funds, $38,000 from the County' s Housing
Bond Trust Fund, an additional $87,000 from the CDBG contingency
fund in February, and $43 ,000 of CDBG funds in July of this year.
Additional funding for the project has been provided by Citicorp,
some union donations, and a McKinney Transitional Housing
Demonstration Project grant. Shelter, Inc. is now requesting
additional fund to cover cost overruns due to unanticipated
rehabilitation costs, additional security costs, damage from
vandalism, and unrealized funding commitments from labor unions.
The project could be complete within 30-60 days, however, lack of
funds are preventing Shelter, Inc. from completing the project and
opening their doors to homeless families. This project will
provide critically needed transitional units for homeless families
in East and Central County, which will provide the stability and
services to achieve self-sufficiency.
