Steve Goetz, Community Development Department, commented on the County Transportation Plan authorized under AB 3705. He advised that the Contra Costa Transportation Commission had requested designation as the organization responsible for the preparation of the Plan. Mr. Goetz stated that in order to avoid duplication of effort and to provide correlation between land use and transportation decisions, Community Development Department staff recommended that the County be designated as the responsible organization. After discussion by Board members, IT IS ORDERED that the request of the Contra Costa Transportation Commission to be designated as the organization responsible for preparing the County Transportation Plan under AB 3705 is REFERRED to the Transportation Committee. REASONS FOR RECOMMENDATIONS/BACKGROUND: On July 18, the Board received a letter from the Contra Costa Transportation Authority requesting designation by the Board as the organization responsible for preparing the County Transportation Plan under AB 3705 . The Board referred this letter to the Transportation Committee and the Director of Community Development for a recommendation. The Community Development Department recommended to the Transportation Committee that the County be designated as the organization to prepare the County Transportation Plan. The Community Development Department would prepare the plan. The Transportation Committee decided to prepare this report to the Board of Supervisors describing the relevant issues for discussion at the August 8 meeting. AB 3705 authorizes counties within the MTC planning area, together with cities within the county, to develop or update every two years a County Transportation Plan. Such plans shall be used by MTC as the primary basis for the Bay Area' s Regional Transportation Plan. The County Transportation Plan shall be submitted to MTC by the organization designated jointly by the Board of Supervisors and the Mayors ' Conference. The Community Development Department recommends that the County be designated as the organization responsible for developing the County Transportation Plan for the following reasons: 1. AB 3705 requires consideration of the impacts of local land use plans, development of programs and actions to implement the plan, and the assignment of implementation responsibilities. Development of such a plan requires knowledge of the local land use patterns, the transportation system, and how they relate, in addition to consideration of the other subjects covered by local General Plans. Implementation includes not only funding measures, but also consideration of techniques that affect the relationship between land use and transportation. Such requirements are tailored to general purpose governments such as the County. 2 . Assignment to the County the responsibility for preparing the County Transportation Plan would be an extension of the Board' s current responsibility for setting countywide priorities for transportation projects eligible for federal and state funds. 3 . A substantial duplication of effort would occur if the Commission were to prepare the County Transportation Plan. The County has already accomplished most of this work as part of its General Plan Review Program. Hundreds of thousands of dollars, considerable staff time .and community input has been devoted to this effort, which analyzed land use and transportation on a countywide basis. This work will be completed by the end of this year. Rather than use sales tax dollars to duplicate this work, such revenues should be used to help implement what the local General Plans propose. County staff indicated to the Transportation Committee that if staff ' s recommendation is accepted, input from the Transportation Authority on the County Transportation Plan would be sought. At this time, no other Bay Area county has designated the organization responsible for development of their County Transportation Plan. Alameda County staff has indicated their intent to prepare the plan, but no formal designation has been requested at this time. MTC plans to issue guidelines for preparation of the County Transportation Plans by the end of this year. CONSEQUENCES OF NEGATIVE ACTION: Preparation of the County Transportation Plan is optional. If the Board chooses not to designate an organization to submit the plan to MTC, or if the Board and the Mayor's Conference cannot agree on this issue, the plan will not be prepared. If this were to occur, the County and the cities would not have as great an influence on the projects or policies contained in MTC's Regional Transportation Plan.
