RYDINGSWORD, DIRECTOR -' Social Service Department i Costa s ,c'oa DATE: July i 19 , 1989 County$` _ `� s>d cduA`n SUBJECr: APPROVAL OF STATE AGREEMENT FOR INTERIM ASSISTANCE REIMBURSEMENT (COUNTY #29-044/STATE #19009 ) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION Authorize the Board Chairman to execute, subject to County Counsel approval, on behalf of the County, State of California Standard Agreement #19009 , (our number 29-044 ) , with the State Department of Social Services for the term beginning July 1, 1989, and ending June 3Q, 1990 . This agreement covers reimbursement by the Social Security Administration (SSA) to the County for General Assistance furnished by the County to individuals during the months their Supplemental Security Income (SSI ) /State Supplementary Payment (SSP) applications are pending and/or during the months their benefits have been suspended or terminated. Additionally, this agreement' s purpose is to provide a monthly listing of SSI/SSP eligibles to the Social Service Department. There is no charge for, this service. FINANCIAL IMPACT Contra Costa County received $626,531 from the SSA for the Interim General Assistance Reimbursement (IGAR) for fiscal year 1988/1989 . The monthly listing from SSA may increase this reimbursement by as much as 20%. (Los Angeles County tested thi's system and enjoyed a 20% increase in their IGAR monies from SSA) . There will be a cost of no more than $250 during the length of this agreement for the creation of a secondary tap sof the monthly listings and for transporting the taZe v' UPS to the County' s Social Service Department. This agreement provides for the continuance of these payments plus reimbursement for benefits paid during the months any individual' s SSI/SSP has been suspended or terminated if said individuals are subsequently found to be eligible for SSI/SSP benefits for those months. I This agreement also provides for a tape of Interim General Assistance Reimbursement ( IGAR) cases to be sent to the County. There are two parts in the IGAR process that will improve with thelreceipt of this tape in securing the reimbursement of General Assistance funds. 1 . Applicants/Recipients (A/Rs) who have applied for SSI/SSP unbeknown to the County Welfare Department (CWD) . a. The SSA tape will identify these individuals. b. The CWD will initiate the IGAR process and receive the reimbursement. 2 . A/Rs who signed IGAR forms in another County previous to signing one in this County will be identified and a claim to the A/R for reimbursement can be made. (Federal law prohibits the first county reimbursing any other counties) . Under the current system, CWDs do not know when there is more than one IGAR form per A/R on file with the SSA and subsequently have lost some revenues. The new system will identify all pending and granted A/Rs giving the CWD the necessary information to demand repayment from these individuals upon receipt of their SSI/SSP entitlements.
