SUBJECT: Approval of Standard Agreement (Amendment ) #29-454-1 with the
State Department of Mental Health ( State #87-78350, A-1 ) for a
Community Support . Program Young Adult Demonstration Project
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) ND& BACKGROUND AJUSTIFICATION
I . RECOMMENDED ACTION :
Approve and authorize the Chairman to execute on behalf of the
County, Standard Agreement (Amendment ) #29-454-1 ( State
#87-78350 , A-1) , effective June 29, 1989 , with the State
Department of Mental Health to extend the term of Standard
Agreement #29-454 ( State #87-78350 ) from August 31 , 1988 to
February 28, 1989. Contract funding derives from a grant from
the National Institutes of Mental Health ' s Community Support
Program Young Adult Demonstration Project to establish a "Dual
Diagnosis" treatment program for mentally disabled adults who
also use/abuse alcohol and/or drugs . This is for the first year
of an expected three-year demonstration project .
II. FINANCIAL IMPACT:
Approval of this amendment agreement by the State will only
result in extending the contract term from a period of approxi-
mately four months to approximately ten months and will have no
financial impact , except to give the County more time to expend
the initial funding amount . The Federal demonstration project
first-year funding amount to design and implement a Dual
Diagnosis Treatment Program (Young Adult Demonstration Project )
which the Board approved on August 16, 1988 will remain
unchanged . Funding for years two and three of this project is
anticipated to be an additional amount of $ 145 , 000 each year .
This demonstration project is funded through 100% Federal
dollars with no required local or State match . However , the
project does require a "maintenance of effort" of County
programs at Partial Hospital Day Program and Nyumba Chuki resi-
dential treatment facility in West Contra Costa County.
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
The Board approved Standard Agreement #29-454 with the State
Department of Mental Health on August 16, 1988 with a contract
term from April 20, 1988 through August 31 , 1988. Because of
the extra time needed for project start-up , not all of the money
granted could be expended in this four-month period. The
Board 's approval of Standard Agreement (Amendment ) #29-454-1
will increase the period of time in which this money can be

expended by an additional six months through February� 28, 1989.
