HomeMy WebLinkAboutMINUTES - 08291989 - S.1 s. � THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on August 29, 1989 , by the following vote: AYES: Supervisors Fanden, Schroder, Torlakson NOES: None ABSENT: Supervisors Powers, McPeak ABSTAIN: None ------------------------------------------------------------------ SUBJECT: Keep Contra Costa Beautiful The Board received the attached report dated August 22, 1989 from Supervisor Tom Torlakson, outlining recommendations for implementation of various components of the Keep Contra Costa Beautiful theme. Supervisor Torlakson noted that other Board members had recommended additional items, namely, the issue of billboards and the issue of some sort of control mechanism for recycling centers and drop-off bins. Supervisor Nancy Fanden recommended that the use of the pod concept versus transfer stations be reviewed. Supervisor Torlakson further recommended that the issue of a tipping fee program be reviewed by the Finance Committee. Board members being in agreement, IT IS ORDERED that the recommendations contained in the attached report are APPROVED. IT IS FURTHER ORDERED that the recommendations as noted above are APPROVED. BOARD OF SUPERVISORS FROM: Supervisor Tom Torlakson Contrc Costa DATE: August 22, 1989 County SUBJECT: RECOMMENDATIONS TOWARD THE IMPLEMENTATION OF VARIOUS COMPONENTS OF THE CHAIRMAN'S 1989 THEME--"KEEP CONTRA COSTA BEAUTIFUL" SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: ADOPT the recommendations as outlined below toward the implementation of my theme for 1989--"Keep Contra Costa Beautiful" and DIRECT the County Administrator's Office to monitor the initiation and completion of these recommended projects and policies: ( 1 ) Direct the Community Development Department's Solid Waste and Recycling Division to facilitate the establishment of the Recycling Corps . (My office has developed a list of interested persons . ) This task should include, but not be limited to, the following: (a) issuing a press release announcing the formation of the Recycling Corps . Letters to neighborhood groups, churches, PTA's and service clubs and posters should also be part of the recruitment campaign; (b) sending a letter to the cities inviting and encouraging their participation in the Recycling Corps and the general county-wide recycling program and recognizing the many excellent recycling programs which they have already initiated; (c) providing training sessions for volunteers; (2) Direct the Community Development Department's Solid Waste and Recycling Division to develop a comprehensive recycling promotion and public education campaign including, but not limited to, the following: (a) establishing a Recycling Awards Program where segments of the community are regularly recognized for their contribution to the recycling efforts under the categories of Business/Commercial, Neighborhood/ Community, and Individual. Quarterly recognition ceremonies could be scheduled alternately between the Board of Supervisors meetings and the Mayor's Conference if the cities agree to participate in the recognition program. At any rate, cities should be represented in the selection of awardees . (d) discussing the county's recycling program and the incorporation of recycling concepts in the school curriculum in a joint meeting with school boards . (3) Direct the County Administrator's Office, the Community Development Department and County Council to review an increase to the tipping fee for Solid Waste Planning of $250,000 to the recycling, anti-litter planning and educational program. ('4 ) Direct the Community Community Development Solid Waste and Recycling Division to develop a program encouraging recycling at community events, including, but not limited. to: (a) sending a letter to all community groups, school districts, and other public agencies encouraging them for all the events they sponsor to provide special bins for recyclables--cans, bottles, plastics--and make arrangements to take them to recycling centers or have them picked up. (b) developing a policy for Board adoption requiring candidates and their workers to incorporate "recycling" at campaign events . Information regarding the Board's policy encouraging recycling at campaign events can be included in the "election information packet" provided by the county Elections Department. (c) developing a convenient, visible, attachable "label" that can be easily placed on garbage cans to assist in groups implement (a) & (b) . Another suggestion is to provide garbage can covers designed to accommodate cans and bottles only. (5) Direct the County Administrator's Office and the Community Development Department to schedule regional press conferences, as recommended by the Internal Operations Committee in 1988, to present our beautification and recycling campaigns and to announce the united anti-litter/anti-eyesore campaign. The press conference should include representatives of: Cities Grand Jury District Attorney's Office Solid Waste Commission Sheriff Police Chief's Association East Bay Conservation Corp . Audobon Society Presiding Judges/Municipal Greenbelt Alliance Superior Courts East Bay Regional Parks Keep America Beautiful Fast Food/Take out Food Industry Cattlemen's Association Sierra Club Farm Bureau Bicycle Organizations East Bay Trails Council People for Open Space ( 6 ) Direct the County Administrator's Office, the Community Development Department and County Counsel to develop an ordinance for requiring haulers to apply for permits. (a) more detailed enforcement procedures should be developed--including requiring full roadside or property clean-up within 24 hours after a responsible party has been identified and contacted. Page THREE (b) further community awareness program regarding this ordinance should be developed; (c) staff should mail copies of the ordinance to all haulers advertising in the yellow pages and in newspaper want ads and to all haulers who have business licenses within the cities . (d) a letter should be sent to our cities requesting their assistance in the enforcement of this permit requirement. (e) the ordinance should provide for applying the penalty for non-compliance to both the person who hauls without a permit and the person who hires a hauler or garbage collector that is not permitted. (f) the ordinance should require haulers to show their county hauling permit or copy thereof to the person hiring their service. ( 7 ) Direct staff to amend Ordinance #88-89 and #89-5 to extend the boundaries for litter clean-up requirement to within 400' of the fast food/take-out food establishment. (a) the enforcement/administrative criteria for implementing Ordinance #88-89 should be developed; (c) a meeting should be scheduled with restaurant, mini-mart and fast food/take-out representatives to discuss these clean-up requirements . A goal of getting non-required litter picked up should be established. Information regarding the ordinance as well as an appeal to the business persons sense of community pride to pick up litter beyond the required boundaries should be mailed to all such establishments. (8 ) Direct the County Administrator's Office to draft a letter from the Solid Waste Commission and the Board of Supervisors to the cities regarding the desirability of co-implementation of the litter clean-up around take-out food establishments . This letter should encourage the cities to adopt similar ordinance provisions . (9 ) Schedule regional workshops on the Scenic Routes and the Urban Reforestation Programs . TT:gro
