HomeMy WebLinkAboutMINUTES - 08291989 - 3.3 3 . 3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on August 29, 1989 by the following vote: AYES: Supervisors Fanden, Schroder and Torlakson NOES: None ABSENT: Supervisors Powers and McPeak ABSTAIN: None --------------------------------------------------------------------- --------------------------------------------------------------------- SUBJECT: Letters Expressing Concern and Protesting the Reduction of the Delta Sheriff ' s Patrol. The Board of Supervisors has received letters from various businesses and individuals expressing concern and protesting the reduction of the Delta Sheriff ' s Patrol which are listed on the correspondence calendar today for Board consideration. IT IS BY THE BOARD ORDERED that receipt of letters from various businesses and individuals relative to reduction of the Delta Sheriff ' s Patrol is ACKNOWLEDGED. Later in the meeting with reference to the above matter, Supervisor Torlakson commented on issues including possible doubling of the boat license fee, using reserves and volunteers in the marine patrol, and he requested that the County Administrator and the Sheriff work out details of how to have an interim service or continuing service with the remaining part that was in the budget and look at how to start a volunteer recruitment process, how to do a training process and how to deploy people, and .what are the laws regarding different levels of reserves. He also commented on other issues including working with Solano and San Joaquin counties on this in terms of potential legislation to have a dedicated marine patrol. service using both paid and reserve and volunteer work force. He also questioned the disposition of the patrol boats if the service is cut back. Supervisor Schroder commented on the recent budget process and the Sheriff ' s recommendations relative to departmental cuts. He commented that this was the Sheriff ' s decision and not a Board of Supervisors issue. Supervisor Torlakson suggested that the Sheriff and the County Administrator discuss details of both the long range and the short term transition in that budget and service area. Don Adams, 6777 Riverview Drive, Bethel Island, commented on the incidences of boating accidents and deaths on the Delta and requested direction to the Sheriff' s Department not to cut back the marine patrol as it is barely adequate now. Supervisor Torlakson indicated direction to the County Administrator and the Sheriff to look at issues including the breakdown of the calls in the last six months to determine if volunteers could do the assist calls rather than a fully trained law enforcement officer, to look at creatively using reserves to supplement the normal land patrol, freeing up one other paid person to work on the marine patrol to supervise other reserves, to look at the issue of what are the cities doing in terms of a marine patrol, to look at the utilization of boating/waterways monies for patrols, to look at working with San Joaquin and Solano counties to effect a marine patrol, to look at the Coast Guard assignment at Rio Vista for supplemental personnel, and the fees for Police Services Areas being increased, a portion of which could cover the cost of a marine patrol. IT IS FURTHER ORDERED BY THE BOARD that the County Administrator and Sheriff are REQUESTED to report back to the Board on issues raised by Supervisor Torlakson relative to the reduction in the Delta Sheriff ' s Patrol.
