Spooner , Contracts Administrato Costa DATE; August 17, 1989_ County SUBJECT: Approval of Novation Contract #24-463-2 with Phoenix Programs , Inc . for a Dual Diagnosis Residential Treatment Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION : Approve and authorize the Chairman to execute on behalf of the County, Novation Contract 424-463-2 with Phoenix Programs , Inc. in the amount of $63, 953 for the period March 1 , 1989 through February 28 , 1990 for residential treatment services to clients referred by County under the Dual Diagnosis Project . This docu- ment includes a six-month automatic contract extension from February 28, 1990 through August 31 , 1990, in the amount of $31 , 976. II . FINANCIAL IMPACT : This contract is funded by Federal funds granted through the State Department of Mental Health for the County ' s Dual Diagnosis Local Demonstration Project (under State Contract #88-79297 . There is no requirement for local matching funds for this grant . This project takes advantage of existing residen- tial and day treatment programs which are already being operated by the County, and brings in additional federal project funds to provide specialized services for dual diagnosis patients in order to establish and demonstrate more effective treatment methodologies for this unique client population which is generally very difficult to treat . III . REASONS FOR RECOMMENDATIONS/BACKGROUND: This contractor has been providing these dual diagnosis project services under Contract 424-463-1 which was approved by the Board of Supervisors on August 30, 1988. Novation Contract 424-463-2 replaces the six-month automatic extension under prior Contract #24-463-1 and extends the project through February 28, 1990. In March 1987 , the State Department of Mental Health selected a Health Services Department (Alcohol/Drug Abuse/Mental Health Division) proposal for a federally-funded demonstration project to serve young adults with the dual diagnosis of both mental illness and substance abuse problems . On October 26, 1987 , the Department received a "Notice of Grant Award" from the State in the amount of $139, 485 showing the National Institute of Mental Health had approved the project for the period beginning September 30, 1987 and ending February 28, 1989. Contract #24-463-2 Board Order Page 2 The grant award also indicates that $145, 000 will be available for this project for each of the two remaining project years , through February 28, 1991 . National Institutes for Mental Health (NIMH) funding for Year Two of the grant is based on an approved "non-competing renewal" application. This project continues to provide residential treatment services in the West County region to the dual diagnosis target popula- tion. Nyumba Chuki , a facility operated by Phoenix Programs , was chosen as the residential site because it is an already- existing residential facility, and it is in close proximity to the County ' s Partial Hospital Program in Richmond , which will be an important component in the implementation of the Dual Diagnosis Project . Nyu mba Chuki will provide specialized resi- dential services for up to 12 clients under this contract . This document has been approved by the Department ' s Contracts and Grants Administrator in accordance with the guidelines approved by the Board ' s Order of December 1 , 1981 (Guidelines for contract preparation and processing , Health Services Department ) .
