County Probation Officer Clerk Positions Two Senior Clerk positions in the Probation Department are assigned to complete and process a variety of specialized placement forms and documents. They process AFDC-FC documents relating to Court wards in placement. The Social Services Department has similar clerical positions. Last year the positions in that department were reclassified because of their unique nature, and the class of Children's Services Clerical Specialist was created. The two positions in the Probation Department are comparable, and we, therefore, request that they be reclassified to Children' s Services Clerical Specialists. We also request that the job specifications be modified to provide for probation experience as qualifying. Finally, we request that the incumbents be appointed without examination. CEH:ls cc: .. .County Administrator's Office D R A F T May 1988 Contra Costa County Revised: August 1989 CHILDREN'S SERVICES CLERICAL SPECIALIST DEFINITION: Under general direction, researches, gathers, completes and processes Children's Protective Services/Placement forms and documents; reviews forms and documents for completeness and accuracy; provides information on clerical procedural operations to departmental staff, professionals and the public; and performs other related work as required. DISTINGUISHING CHARACTERISTICS: Positions in this class are located in Children's Protective Services Units of the Social Service Department and in Children's Placement Units in the Probation Department. This class is distinguished by its responsibility to process a variety of complex and specialized State and Federal mandated forms and documents in a timely manner in support of professional children's services staff. If assigned to the Social Service Department, incumbents receive administrative direction from Social Work Supervisor II's; if assigned to the Probation Department, incumbents receive administrative direction from a Probation Supervisor I or II in charge of the Unit. TYPICAL TASKS: Researches, gathers, completes and processes a variety of specialized children's services forms and documents for encoding; completes required forms for AFDC-FC eligibility at the time of initial placement and for periodic reinvestigations; reviews assembled documentation for accuracy and ensures all necessary records are received in a timely manner; exercises discretion and initiative in the selection and refinement of data; assists in clearing cases on the central computer file; schedules detention and other court hearings by contacting court clerks; confirms court dates and notifies family and other parties; assists with client hearing scheduling and check-in; assists in organizing the court calendar; obtains necessary court stipulation signatures; arranges for parents, courts and attorneys to receive copies of court reports within mandated time frames; sends for appropriate records such as birth certificates, medical, psychological, and/or school records for children; summarizes and distributes monthly court statistical information; encodes changes and revisions to child care placements; contacts clients, agency representatives, medical doctors, service providers and the general public in person or by telephone in responsible discussion of and disposition of sensitive or complex situations not requiring the attention of professional or technical personnel; updates and maintains various logs, fee schedules and resource lists; makes simple arithmetic calculations; assembles statistical information for special reports as required; answers procedural operational questions from departmental staff, other professionals, clients and the public; may type short forms or reports as required; answers telephones. MINIMUM QUALIFICATIONS: Experience: Three years of full-time experience or its equivalent performing clerical duties, at least six months of which must have been at a level equivalent to Clerk - Senior Level in Contra Costa County. Additionally, one year of the three years of clerical experience must have been in a government social service department, or in a government agency performing clerical work in support of children's protective/placement services. KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of clerical procedures and practices; knowledge of social service agency clerical and office policies and procedures; knowledge of correct punctuation, spelling and correct grammatical usage together with a good vocabulary; knowledge of addition, subtraction, multiplication and division including decimals and percentages; knowledge of filing, indexing and cross-referencing methods; knowledge of the operation of commonly used types of office machines; ability to prepare documents for data entry; ability to initiate and answer correspondence independently; ability to research material, gather information, and complete necessary forms; ability to interpret rules and regulations and develop clerical operational procedures; ability to analyze non-standard-stdard situations and adopt effective courses of action; ability to prepare clear and concise reports; ability to understand and carry out oral and written directions; ability to deal tactfully and effectively with departmental staff, technical and professional personnel and the public.
