Home My WebLink AboutMINUTES - 12131983 - 1.14 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on December 13, 1983 by the followingvote: AYES: Supervisors Powers , Fanden, McPeak, Torlakson, Schroder NOES: None ABSENT: None ABSTAIN: None SUBJECT: -Preapplication for Federal Grant for -East County Airport Site Selection and Master Plan The Public Works Director recommends that the Board of Supervisors .authorize the Public Works Director or his designee to apply for a federal grant out of the Airport Improvement Program in the amount of $88 , 650 (90% of total project cost) . The remaining local share amount of $9 ,850 will be funded out of the Airport Enterprise Fund. The grant will be for finalizing the site selection for the East County Airport and upon approval of that site selection, developing a master plan for the selected site. The Airport Improvement Program (AIP) is a user funded trust fund program for airport development. For federal funding purposes, the new East County Airport will be considered a reliever airport. The funding for this stage of development, however , will come from the Planning Grant Program which is distributed nationally on a priority basis . A new airport for Contra Costa County is , however , a high priority for this northern California Federal Aviation Administration District. The preapplication does not commit the County to any obliga- tion. Site selection, environmental and master planning is anticipated to take less than six months , however , the project will not begin until the grant is received . Because of national priorities, there is a possibility that we will not receive a grant during this federal fiscal year . The remaining local share amount of $103,900 will be funded out of the Airport Enterprise Fund. The attached application briefly describes the scope of the proposed project for certain improvements at Buchanan Field Airport. The Airport improvement Project (AIP) is a user funded trust fund program for airport development. For Federal funding purposes, Buchanan Field is considered to be a reliever airport and as such is in competition with other airports in this category for Federal funds . There is no assurance that we will receive full funding for the project. The preapplication does not commit the County to any obligation . The scope of the project can be changed at our option any time up to the tentative grant offering from the Federal government. Our current estimate is that this project will not start until after the beginning of the new County fiscal year. Bell and Maureen Bell The Public Works Director RECOMMENDS that the Board of Supervisors approve the assignment of 100% of the Pacific States Aviation stock from Hofmann Corporation to Frank J. and Maureen Bell . The Public Works Director further recommends approval of a mortgage between Frank J. and Maureen Bell , and Hofmann Corporation for the Pacific States Aviation lease. All Stock in Pacific States Aviation was previously held by Hofmann Corporation. Frank J. and Maureen Bell have been President and Secretary Treasurer of Pacific States Aviation respectively and have been operating the business since January 19, 1979. Ken Hofmann will retain ownership of the hangars on both the east and west side of the field and will lease the improvements to Pacific States Aviation.
