Specific Request(s) or Recommendation(s) & Background &
Justification
I. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the Parker Avenue
Frontage Improvements Project and ADVERTISE for bids to be
received on Thursday, September 21, 1989 at 2 : 00 p.m.
DIRECT the Clerk of the Board to publish the Notice to
Contractors in accordance with Section 20392 of the Public
Contract Code, and
DIRECT the Director of Community Development to file a Notice of
Exemption with the County Clerk.
II. FINANCIAL IMPACT:
The estimated contract cost of the project is $45, 700. 00. It is
to be funded by 90% Community Development Block Grant Funds and
10% Public Works Road Funds.

Frontage Improvements
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Public Works Director has filed with the Board of Supervisors
the Plans and Specifications for the Parker Avenue Frontage
Improvements Project.
The general prevailing rates of wages, which shall be the minimum
rates paid on this project, have been filed with the Clerk of the
Board and copies will be made available to any interested party
upon request.
The project has been determined to be in compliance with the
General Plan. It has been determined that this project is
exempt from CEQA requirements as a Class 1C Categorical
Exemption (CP 89-63) . The project will upgrade the existing
pedestrian route by constructing sidewalk where none currently
exists and widen the paved shoulder of the road to improve safety
to vehicle traffic . The Board hereby concurs in said
determination.
