SUBJECT: REPORT ON FUTURE PLANS FOR ALCOHOL AND DRUG SUMMITS
Specific Request(s) or Recommendations(s) & Background & Justification
RECOMMENDATIONS:
1. For the October Drug Summit, consider holding the Conference on Friday, October 27, 1989,
possibly in Central County,if there are no adequate facilities in East County. Request staff from
the Health Services Department to review possible locations and report their findings and
recommendations to the Board at the time the Board of Supervisors takes up this report from our
Committee.
2. For the Central County Regional Substance Abuse Conference, which will be held September
21, 1989 at the Pleasant Hill Community Recreation Center, agree to try to obtain either Lee
Grosscup, a former member of the New York Giants, or Russ Coughlin of Channel 7 News to
be the luncheon motivational speaker and request Health Services Department staff to contact
them in the order listed.
3. Request the Health Services Director to review the contract between United Way and
Opportunity West and return to the Board of Supervisors no later than August 15, 1989 with his
recommendations for what tasks Opportunity West should be asked to undertake using the United
Way grant. Consideration should be given to having Opportunity West write up the West County
Action Plan which will be presented to the Countywide Drug Summit II in October.
4. Leave this item on referral to our Committee.

BACKGROUND:
Several referrals have been made to our Committee addressing various aspects of the upcoming Drug
and Alcohol Conferences. We last reported to the Board on the status of plans for these future
conferences on July 11, 1989, at which time we indicated that the Health Services Director would
be making a written report to our Committee on July 24, 1989. Attached is the Health Services
Director's report dated July 11, 1989 which is incorporated herein by reference and which.our
Committee reviewed with the Alcohol Program Chief,Jerry Nava,and members of his staff on July
24, 1989.
There is some question whether the October Drug Summit can be held in East County. A decision
has been made not to hold the Conference on a Saturday, which had been our original plan. As a
result,Los Medanos College will not be available. We are,therefore,asking staff to look at possible
sites in Central County and to advise the Board of what is available when we take up this report.
In addition, it is essential that the Health Services Director work with United Way and Opportunity
West to determine what aspect of planning Opportunity West should be asked to undertake, using
their United Way grant. This grant was awarded to Opportunity West with the stipulation that the
Board of Supervisors would have to agree on what specific tasks Opportunity West was to undertake.
In this way,we can help to insure that what Opportunity West does is carefully coordinated with all
of our other drug planning efforts. The Health Services Director needs to negotiate with Opportunity
West what most needs to be done that Opportunity West is able to do for the money they have
available and make recommendations to the full Board by no later than August 15, 1989. One
possibility is to have Opportunity West write up the West County Action Plan that came out of their
Regional Conference in May.

RECOMMENDATIONS
The following recommendations by the Health Services Department are being made
after consultation with numerous individuals involved with the Alcohol and Drug
Summits. I have also included a background section which details the various
regional planning efforts currently in progress.
OCTOBER 1989 - COUNTYWIDE DRUG CONFERENCE
° That there be a countywide drug conference in East County during the week
of October 23, 1989 which is Red Ribbon Week. A planning committee is
presently being formed .to develop the details of this conference.
• The focus of the October 1989 Drug Conference will be the showcasing of
successful city sponsored programs and the highlighting and further assi-
milation of the regional action plans. This will be primarily an
interactive working conference.
° Nationally recognized experts will be invited to speak at the countywide
conference.
° Technical assistance will be provided by Opportunity West in the development
and holding of the October 1989 conference.
MAY 1990 - TRT-COUNTY ALCOHOL AND DRUG CONFERENCE
That Contra Costa County host a two-day tri-county alcohol and drug con-
ference in May of 1990. The counties of Alameda and Solano would be
invited to be active participants in this conference.

° Surgeon General C. Everett Koop, M.D. will be invited to speak as an
honored guest. Other nationally recognized speakers will also be
invited to speak at the conference.
The Alcohol and Drug Abuse Advisory Boards will be encouraged to actively
participate in the planning and development of these conferences.
° A synthesis of the regional action plans will lead to the development of
a countywide action plan which could be presented to the voters for their
approval.
° A grant proposal will be developed to fund the conference and will be
submitted to the federal Office of Substance Abuse Prevention.
° The conference will be held in West County at a site to be selected in
the future. Opportunity West will provide technical assistance in the
planning for, and hosting of, this conference.
BACKGROUND
In the fall of 1988, the Board of Supervisors expressed its commitment to
increase the publics awareness and knowledge about the tragedy of alcohol and
drug abuse. The centerpiece of this effort was initially to be a Drug Summit.
Subsequent to the success of Drug Summit I on February 4, 1989, the Board of
Supervisors enthusiastically supported a companion Alcohol Summit which was held
on April 24, 1989. Both conferences were extremely successful with over 800
county residents attending the conferences. The tremendous community and busi-
ness interest and commitment was truly impressive and received accolades from
leaders throughout the State. Success was also achieved because a process was
initiated whereby families, neighborhoods, communities and businesses had the
opportunity to play an important and critical role in creating communities free
of alcohol and other drug dependencies. This process currently involves the
convening of a number of regional conferences to identify both problems and
solutions to the alcohol and drug problem on a more regional level.
The regional conferences and their planning schedules are as follows:
° The West County "Anti Drug Abuse Conference" was held on May 19, 1989 at Maple
Hall in San Pablo. Meetings are being planned to continue the develop-
ment of a regional action plan. Opportunity West has been a lead organi-
zation in the implementation of this conference and the following action
plans.

° The Central County regional conference is scheduled for September 21,
1989 and will be held at the Pleasant Hill Recreation Center.
Considerable effort has gone in to ensuring that this conference is suc-
cessful. Participants include residents from all areas along the
Interstate 680 corridor.
• The Lamorinda conference planning committee will be held in late July
with special assistance from the Lamorinda Network for Youth and the
cities.
° The East County regional conference is scheduled for September 20, 1989
with the site as yet undetermined. East County providers and the cities
are providing leadership and assistance in organizing this conference.
All of the regional conferences are important because they allow for regional
problem identification and regional problem solving. From this open forum,
regional plans will be developed and presented at the countywide drug conference
in October of 1989 and, in addition, at the combined Alcohol and Drug Conference
currently scheduled for May 1990.
More than ever, the public is beginning to recognize that alcohol and drug abuse
are not only individual behaviors, but social behaviors. Through the develop-
ment of healthy communities we can encourage the development of healthier social
behaviors. As in the case of the sweat equity required to build your own home,
we all must recognize that building healthy families, neighborhoods, and com-
munities also requires sweat equity.
