RECOMMENDED ACTION: APPROVE contribution of $15,000 in matching funds from either Comprehensive Improvement Assistance Program funds, or Section 8 Reserve funds, to provide financial support for the second year of operation of the Rodeo/Crockett Boys and Girls Club, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Funding in the amount of $15,000 was requested in the Comprehensive Improvement Assistance Program Prelminary Application. Should this request not be approved, funding is available through the Housing Authority's Section 8 Reserve. III. REASONS FOR RECOMMENDATION/BACKGROUND: On June 20, 1988 the Boys and Girls Club of Rodeo/Crockett began operation of their club at the Bayo Vista public housing development. The Rodeo/Crockett Club is a branch operation of the Martinez Boys and Girls Club. The Rodeo/Crockett club has been very successful in its first year of operation. About 172 children, ages of 7 to 18, are provided with a full year-round recreation program of arts and crafts, sports, outdoor skills, and leadership training. The program has been so successful that it received national recognition as an outstanding club in operation in a public housing development. Mr. Dennis May, Executive Director of the Martinez Boys and Girls Club, has requested financial support from the Housing Authority in the amount of $15,000 to continue the operation of the Rodeo/Crockett Club for the second year. The operating budget for the Rodeo/Crockett Club, for the period July 1, 1989 to June 30, 1990, is $68,500. The Housing Authority is being asked to provide $15,000. The remaining $53,500 would be raised by the club from a variety of private, public and fund-raising sources. Establishing the Rodeo/Crockett Boys and Girls Club has served as a tremendous resource for the youth residing in Bayo Vista, Rodeo and Crockett. It strongly merits the continued support of the Housing Authority. On Monday, July 17, 1989 the Advisory Housing Commission voted to recommend the provision of $15,000 in matching funds from either Comprehensive Improvement Assistance Program funds, or Section 8 Reserve funds, to provide financial support for the second year of operation of the Rodeo/Crockett Boys and Girls Club. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve a contribution of $15,000 to the Rodeo/Crockett Boys and Girls Club this important program could become unavailable to the low-income community in Rodeo.
