RECOMMENDED ACTION: Adopt Resolution No. 3564 authorizing submission of an application for Section 8 Existing Housing Certificates under the Operation Bootstrap Program and authorizing the Executive Director to submit any additional information in support of the application which may be required by HUD, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The Department of Housing and Urban Development has targeted $3,336,429 in Section 8 Existing Housing Program contract authority of the San Francisco Regional Office, Region IX, for FY 1989. III. REASONS FOR RECOMMENDATION/BACKGROUND: On June 14, and June 30, 1989 the U.S. Department of Housing and Urban Development (HUD) issued a Notice of Fund Availability for public housing agencies to participate in Operation Bootstrap. HUD is interested in encouraging communities to develop and implement innovative programs to enable unemployed or under-employed members of families to become economically independent through cooperative efforts of the public and private sectors. Section 8 Existing Housing Certificates will be awarded to public housing agencies that are selected to participate in the program. Approximately 3,000 Section 8 Certificates will be made available during Fiscal Year 1989 nationwide for this program. Staff recommends that an application for 100 Section 8 Certificates be submitted to HUD. Applications for Operation Bootstrap must be submitted to HUD by August 4, 1989. At its Regular Meeting on July 17, 1989 the Advisory Housing Commission voted to recommend that the Board of Commissioners adopt Resolution No. 3564 authorizing submission of an application for additional Section 8 units under the Operation Bootstrap Program and authorizing the Executive Director to submit any additional information in support of the application, as required by HUD. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolution No. 3564, the the Housing Authority would be unable to submit an application for Section 8 Existing Housing Certificates for use in Operation Bootstrap.
