SUBJECT: Authorization to use $11,370 of the Single-Family Housing Bond ��
Trust for the Revitalization Studies in the West Pittsburg and
North Richmond Redevelopment Project Areas.
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS -
Authorize the use of $11, 370 from the Single-Family Housing :bond
Trust for the Revitalization Studies_ in West Pittsburg and North
Richmond.
FISCAL IMPACT
No direct impact on County funds. The Single-Family Housing Bond
Trust is a separate. fund created from Bond proceeds and available
for housing-related expenses.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Contra Costa County Redevelopment Agency has received a $69,000
Community Development Block Grant to do a Revitalization Study in
the West Pittsburg and North Richmond Redevelopment Project Areas.
After issuing a Request for Proposals and interviewing consultants,
Agency staff is recommending that two consultants be utilized in
order to obtain the best results within each Project Area. The
total of the two proposals being recommended by staff is $71,370 or
$11,370 more than is available in the CDBG funding. Staff is
recommending that this additional amount come from the Single-
Family Housing Bond Trust.

The Revitalization Studies in both Project Areas propose to address
housing issues as they will be impacted by the expansion of
commercial and industrial development. While the studies will not
contain detailed plans for housing development, they will make
recommendations as to how the Agency can best address the need for
affordable and market-rate housing, given an increase in demand
created by greater economic activity. For this reason, it is
appropriate to utilize Housing Bond Trust funds for a portion of
the contracts.
