The Committee recommended that the Richmond City Council and the Contra Costa County Board of Supervisors approve the concept and request California State Coastal Conservancy Funds. The Route 93 Subcommittee, chaired by Supervisor Powers, developed this Work Program through the participation of County Public Works and Community Development staff, City of Richmond Public Works and Planning staff, and California State Coastal Conservancy staff. On May 24 , 1988 this Board approved in concept the Work Program for the North Richmond Shoreline Area Study and requested County Counsel to draft the Joint Exercise of Powers Agreement for the purpose of executing the Work Program. The City Attorney for the City of Richmond has reviewed and approves this Joint Exercise of Powers Agreement. The Joint Exercise of Powers Agreement will be presented to the Richmond City Council for execution after Board approval .
