Richmond for the North Richmond Shoreline Study

I. RECOMMENDATION
Approve and Authorize the Chairman of the Board of
Supervisors to execute the Joint Exercise of Powers Agreement
with the City of Richmond for the North Richmond Shoreline Study
(North Richmond Bypass/Route 93) .
II. FINANCIAL IMPACT
The total program is estimated to cost $160, 000 . The City
has received a $100, 000 grant from the State Coastal Conservancy
to be applied toward the project with the City and County to
split the balance. The County' s share is $30, 000 estimated, with
a maximum obligation of $35, 000. Funding fbr the County' s
$30, 000 share will be from the Road Fund.

III. REASONS FOR RECOMMENDATION/BACKGROUND
The Joint Exercise of Powers Agreement outlines the joint
effort to be performed by the City of Richmond and the County in
processing the environmental review and planning studies for
Segment Four of the North Richmond Bypass. In addition to
determining the most appropriate route for Segment Four, the land
uses proposed in the area will be confirmed or modified and any
necessary development control for future growth will be studied.
A detailed site specific conceptual plan for the shoreline areas
will also be developed.
On May 6, 1988 the Route 93 Policy Committee approved in
concept the North Richmond Shoreline Area Study Work Program.
The Committee recommended that the Richmond City Council and the
Contra Costa County Board of Supervisors approve the concept and
request California State Coastal Conservancy Funds.
The Route 93 Subcommittee, chaired by Supervisor Powers,
developed this Work Program through the participation of County
Public Works and Community Development staff, City of Richmond
Public Works and Planning staff, and California State Coastal
Conservancy staff.
On May 24 , 1988 this Board approved in concept the Work
Program for the North Richmond Shoreline Area Study and requested
County Counsel to draft the Joint Exercise of Powers Agreement
for the purpose of executing the Work Program.
The City Attorney for the City of Richmond has reviewed and
approves this Joint Exercise of Powers Agreement.
The Joint Exercise of Powers Agreement will be presented to
the Richmond City Council for execution after Board approval .
