Endorse and agree to co-sponsor the Countywide needs assessment being undertaken by the United Way of the Bay Area in Contra Costa County. 2 . Authorize the County Administrator to provide limited staff support from his office to the United Way to coordinate the assembling of data already in the hands of County departments for use by the United Way, providing that such staff support shall not interfere with other existing assignments and priorities which have already been approved by the Board of Supervisors . 3 . Request all appropriate County departments to cooperate with the County Administrator' s Office and United Way in providing access to demographic data, data on human services being provided and documentation of unmet needs which those departments may already have available in an effort to avoid duplication of effort . 4 . Request departments which may be undertaking needs assessments of their own to coordinate their efforts with those of the United Way in an effort to insure that the needs assessments are conducted in as efficient and effective a manner as possible. BACKGROUND: One of the major initiatives being undertaken by the United Way in each of the five counties comprising the United Way of the Bay Area (San Francisco, San Mateo, Alameda, Marin and Contra Costa) is to conduct a comprehensive needs assessment in each county. The results of this needs assessment will then be used to update and refine the funding priorities for United Way over the next several years . AUG 11989 CC: ATTESTED PHIL BATCHELOR,CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR M382 (10/88) BY Awycaveo ,DEPUTY Contra Costa County has long had a close working relationship with the United Way of the Bay Area, particularly with the County Operations staff in the Contra Costa County Office. A number of County departments already have extensive plans and needs assessment requirements as a part of their programs, including mental health, alcohol, drug abuse, social services, etc. A number of County departments also collect data on the services which they provide and attempt to make assessments of the unmet needs for those services . It is unnecessary and wasteful for United Way to attempt to duplicate all of this data when it already exists in one form or another within County government . It is therefore recommended that the County Administrator' s Office be authorized to serve as a liaison between United Way and County departments on United Way' s needs assessment in an effort to insure that United Way has access to all available data which is already in the hands of various County departments, even though it may not be in a form which can be used by United Way without some manipulation of the data. This does not imply that County departments will be asked to gather data which does not already exist - simply that they be willing to share data on services and unmet needs which they already have available. In addition, we would like to be able to assist United Way by providing any of the available demographic data which County departments may have available. This cooperation should .result in a better and more complete needs assessment at lower cost than would be possible if United Way had to attempt to gather data which already exists . In addition, we are aware that some departments are planning to undertake their own needs assessments in some specific program areas . We would like these this work to be coordinated with United Way' s efforts in order to avoid duplication of effort and insure that the needs assessments that are undertaken are done in the most efficient and cost effective manner possible. The Human Services Advisory Commission has been approached about cooperating in this needs assessment and recommends that the Board of Supervisors approve the above recommendations .
