HomeMy WebLinkAboutMINUTES - 08011989 - 1.39 1-039 d1, TO: BOARD OF SUPERVISORS Contra FROM: Phil Batchelor, County Administrator s Costa 4°a County DATE: July r 24 1989 '9 CUUN� SUBJECT: LEGISLATION: AB 2433 (Maxine Waters) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION RECODMENDAT ION: Adopt a position in SUPPORT of AB 2433 by Assemblywoman Maxine Waters which would increase the state subsidy to counties for holding juvenile offenders rather than sending them to the Youth Authority. BACKGROUND: AB 2433 adopts legislative findings indicating that if county juvenile detention facilities are not maintained there will be an increased cost to the Youth Authority to care for these wards, whereas it is more cost effective to maintain these wards in county facilities and doing so provides a substantial savings for the state. The bill goes on to note that there has historically been a partnership between the state and counties regarding the care, custody, discipline and rehabilitation of juvenile offenders and in maintaining local commitment programs for juvenile offenders . AB 2433 provides that the Youth Authority shall pay each county the amount of $6000 for each minor who is committed to a local juvenile correctional facility, including a juvenile hall, juvenile camp or juvenile ranch for a period of at least 120 days . No reimbursement would be made under these provisions if the county' s total juvenile correctional facilities bed capacity falls below the January 1, 1989 level . The rate of reimbursement would be required to be adjusted every two years by the rate of increase or decrease in the cost of supervising a ward in a Youth Authority correctional facility. The bill also expresses the intent of the Legislature to appropriate $40 million over the next three years for the purpose of making the required reimbursements .
